Foley Vaughan. Also in attendance was Airport Manager, Jo-ann Norris. The Minutes of the September 7, 1988 meeting were unanimously approved as written with the following addition: On Page 2, paragraph 4, the firs"t sen<:ence is to read: "Annie Teasdale's request to renew her office space in the old maintenance building through October 15, 1989, was "tabled, as this lease is on a month-to-month basis." It was MISIP to release the Executive Minutes of the following meetings: 6/17/87,9/27/87,2/17/88,4/6/88,4/27/88,5/18/88, 6/1/88, and 6/15/88. Mr. Robert Boyle attended the meeting to review the proposed lease for his T-hangar complex, as revised by Town Counsel. Commissioner Craig removed himself from all discussion. On the expiration date of Phase II and III options, the Commission agreed that they should also run 20 years from their individual commencement dates. The Commission agreed to add to Art. One, firs"t paragraph the following: "Construction on Phase I Hill begin within one year from the date hereof or this Agreement shall terminate." They agreed to dele"te the first sentence of Art. 6. Finally is was M/S/? to accept these and all changes made by TOHn Counsel's office. It was also M/S/P to have all Commissioners execute the lease when the final draft is ready. Chairman Mayhew brought up for discussion a change in AlrpOrt leasing policies. He suggested that the Commission charge lessees, that erect buildings on Airport property, the full current rental rate and allow the lessee to remove his building at the end of 20 years or renegotiate a new lease. The Manager was requested to inquire how o"tner Airports set up their leases. Page 1 of 3 HHTUTES OF SEPTEI-IBER 21, IS88 con'tin-ued Commissioner Craig suggested that in order to lessen the workload of the Manager, to provide more time for planning, that an assistant be hired, perhaps on a part-time basis. He also suggested the Manager have a private office in which to work uninterrupted. The Manager informed the Commission that there was no money in the budget at this time for an additional person and hopefully the workload will lessen. Also, once 11cGrath Aviation takes over the fueling concession, that there will be room in the present Operations area to move the Airfield Supervisor's deSK, which is currently sharing her office. Mr. Lydle Rickard's letter was read regarding the plantings around his leased area. The Notice of Lease was executed by the Commission for Mr. Rickard, however, they requested a more detailed ti~etable for the plantings around the Airpor~ Car Wash. Commissioner Vaughan reviewed the Airport's position with regard to the 20-year lease with PBA, which has Qeen absorbed by Bar Harbor Airlines. The Manager was requested to review the PBA contract with Town Counsel to obtain all rights ~o the PBA terminal building in order ~o lease it out at current rates. The Manager dlscussed tLe terminal building rehabilitation progress and was requested by Commissioner Vaughan to do something about the bathrooms now to make them more presentable to the public. Chairman Mayhew offered to get together with the Maintenance Foreman and discuss the Com~ission's wishes and possibilities for improve~ent. APCOA has requested an early termination of their contract, effective Sep~ember 30, 1988. The Manager informed the Commission ~hat the Airport would not be ready to take over this responsibili~y until l~O'le:r;ber 1. It h'as agreed to accept an early termination date of the APCOA lease, effective OctOber 31, 1983. The Manager was asked to have APCOA provide a report as to the exact status of unpaid ana due obligations prior to their terrninaticn. It was suggestea by Co~rnissioner Craig that the ticket spitters in the parking lot might be usable to replace the chronieally- down spitter a~ the Helmes Field Way ga'te. Page 2 of 3 ~ MINUTES OF SEPTEMBER 21, 1988 continued The Manager infor~ed the Commission that the target date for McGrath Aviation to take over the fueling concession is still October 1, and ~hat the agreement be contingent upon the acceptance of our mini~um standards by MAC and the contract by F p.A and HAC. l1rs. Norris also informed the Commission that we are s~ill receiving complaints from the Tower personnel that the HVAC system is not working properly. The Haintenance Foreman will look in~o preforming temporary repairs but an entirely separate system may be required for the Tower cab. The Commission was advised of a meeting between the FAA, Noise Consultant, OTIS, and other pertinent people, on Friday, October 14, 1983, at 1:00 p.m. in the Manager's office, to discuss the open issues with regards to our Part 150 Noise Evaluation. The Express Air principles have not been changed as yet, as the Commission was advised at their August 3 meeting by Messrs. Fernandez and Herman.
