AIRPORT COMMISSION MEETING
April 24, 1990
The Meeting was called to order by Chairman Charles Mayhew at 5:05
pm. Commissioners in attendance were Alexander Craig, Ronald
Russell*, Ronald Santos, and E. Foley Vaughan. Also in attendance
were Manager Jo-ann M. Norris, Administrative Assistant II John
McDonald, III, and Commission Secretary Myrtle Eldridge.
The MINUTES of the April 18, 1990 Meeting were approved as
presented.
The WARRANT consisted of a billing for Fuel Sales Tax, In the
amount of $13.91, and was approved for payment.
The FBO DOCUMENTS, for Dove Aviation, Inc., were discussed and
Commissioner Santos stated the following insertions were made in
the FBO Documents:

AGREEMENT
Page 2 Section 3(d)
"A performance bond, or a security deposit, in the amount of
$60,000.00, shall be obtained by Dove Aviation, Inc., to
provide security to the Airport for the performance of the
Operator's obligations hereunder. It is also agreed, by both
parties, that the operator will not terminate this Agreement
unless 90-days advance notice is given to the Airport, in
writing, certified mail, return receipt."

LEASE AGREEMENT
Page 4-5 (ii) Amended to read:
"If the interests of the Lessee hereunder are attached and
Lessee has not commenced proceedings to discharge such
attachment within 90-days."
DOVE AVIATION'S references were verified by. Administrative
Assistant II, John McDonald, III, who reported excellent responses
from his inquiries.
The motion to execute the FBO Documents for Dove Aviation, Inc.,
was made by Commissioner Craig and seconded by Commissioner Ronald
Santos.
Chairman Mayhew opened the subject for questions and discussion
from the floor. After a brief discussion, Chairman Mayhew stated
these documents reflected the broad FBO services that the Airport
requires and they are applicable to any FBO applicant.
The original motion was amended and approved, as follows:
"to execute the FBO Documents for Dove Aviation, Inc., subject
to completion of all required minimum standards, specifically
the FAA Certification of Personnel and obtaining the
performance bond, or security deposit."
BAR HARBOR wrote the Commission requesting that their presentation
for a review of summer plans/schedules be postponed until the May
8th Commission Meeting. Manager Norris read correspondence from
Bar Harbor concerning their jet service from LaGuardia commencing
July 8th, through September 2, 1990, on Sunday's only. The
aircraft will arrive at approximately 12:30 am and will not have
passengers on board.
The Commission voted to approve the assignment of the Jamie Marks'
land lease to the TOSCANA CORPORATION when the lease assignment
document is received from Toscana's Attorney, David Moretti. It
is duly recorded that Commissioner Vaughan abstained from this
discussion and vote. The Commission requested Manager Norris check
with Town Counsel regarding the advisability of the issuance of a
new lease for Toscana.

Due to a change of Corporations, The Sara Corporation, d/b/a BUDGET
RENT-A-CAR has requested the Commission approve the name change to
D.C. Rent A Car Company, Inc., d/b/a Budget Rent-A-Car. The motion
was M/S/P.
Correspondence from Hoyt H. Thompson, requesting permission for
assignment of their land lease to their children, was read by
Manager Norris. The Commission determined that Manager Norris will
write Mr. Thompson indicating that assignment of this land lease
is not possible, except upon the terms previously discussed.
Robert Boyle and Myles Reis, representing AERODROME NANTUCKET,
discussed the new tax assessment on the hangar lease and the
drainage problem at the Aerodrome hangar site. Due to a conflict
of interest, Commissioners Craig and Santos removed themselves from
the Commission table. However, Commissioner Craig informed the
Commission that the re-assessment had been done at his
recommendation to Manager Norris. It was determined that another
assessment should be conducted. Manager Norris is to request the
Town re-assess the areas that pay, as rent, additional payments in
lieu of taxes.
Regarding the drainage problem at the hangar site, Mr. Reis
indicated this was an existing problem at the time the hangars were
built. However, as agreed, an attempt will be made to ease this
situation.
*At 5:55 pm, Commissioners Craig and Santos returned to the
Commission table and Commissioner Ronald Russell arrived, making
a full Commission in attendance.
Under Correspondence, UNITED PARCEL SERVICE, INC. requested an
additional three (3) month extension of their present lease. The
Commission voted to execute the Third Amendment to their November
1, 1984 Lease Agreement with United Parcel Service.
MOHAWK AIRLINES (formerly Catskill) requested to begin service from
Boston to Nantucket on May 11, 1990. They are currently
negotiating with our existing carriers to provide ground handling.
The Commission requested Manager Norris verify certification
records and notify Mohawk that there has been no action, by the
Commission, on their request at this time.
NANTUCKET TAXI OWNERS ASSOCIATION submitted a written request to
be placed on the Agenda to discuss problems with taxis going onto
the ramp area and assistance required to keep civilians out of
existing taxi line. Commissioner Craig recommended that Manager

Norris meet with Chris Walton, Co-chairman of the Taxi Association,
in an attempt to resolve these problems.
Ben McKelway, of the Conservation Commission, wrote the Commission
regarding the Final Environmental Impact Report (FEIR) on the
TEMPORARY FUEL TRANSFER PIPELINE. Manager Norris reported that Joe
Forns is researching the pros/cons of the Steamship Authority as
a means of alternate fuel transport. Manager Norris is to respond
to Mr. McKelway stating that MEPA has been apprised of the delay
in submitting the FEIR and as soon as we hear from MEPA, we will
inform the Conservation Commission of their findings.
EDWARDS & KELCEY, INC., informed Manager Norris that the FAA will
not fund the preparation of the Exhibit A map, except for drafting
costs, which completely documents all land transactions conducted
over the years. Manager Norris was instructed to advertise and
solicit telephone estimates for surveyors to update this
documentation.
Mr. Bill Sherman has spoken with Manager Norris regarding monthly
tie down fees. Chairman Mayhew indicated the policy of the Airport
was not to get involved with monthly tie downs due to the problem
of policing such aircraft and segregating monthly aircraft from the
annual tie downs. Manager Norris is to survey other airports in
the vicinity regarding monthly tie downs and tie down fees.
Under Operations, Commissioner Santos questioned the fuel supply
being low after instructing Manager Norris to "order a barge of
fuel wherever we can get it in", at the Meeting of April 3, 1990.
Manager Norris attempted to inform the Commission of the problems
encountered with various alternate systems that were proposed,
including a cease and desist order, interference from the U.S.C.G
and a visit from the State Fire Marshal's office, along with the
problems encountered trying to prepare personnel for the FAA
inspection prior to leaving on vacation. She did state a fuel
shipment is scheduled, for the pipeline, on Thursday, April 26th.
The FAA debriefing was discussed with the Commission requesting
copies of Secretary Eldridge's notes being dispensed to each
Commissioner as soon as possible. Commissioner Vaughan stated he
wanted answers as to how and why we arrived at this point on the
infractions. Chairman Mayhew indicated a need for solutions for
non-compliance with these regulations.
John McDonald, working directly with FAA Inspectors Dupey and
Barnett, informed the Commission of his availability to meet with
each Commissioner to discuss, in detail, the results of this
inspection.

Manager Norris thanked the Commission Members that were able to
attend this debriefing.
The motion to adjourn this Meeting was M/S/P and the meeting
adjourned at 7:30 pm.
