Mrs. Beck convened the meeting at 4: 10. The Minutes of 16 August were approved..-

The Beach Manager's Report:
Mr. Carlson announced that the beaches were presenting the usual August
behavior with some disturbing instances and generally good functioning. The incidents
of public defecating and urinating could be addressed with portapotties, but most people
are opposed to them because they are an eJesore and are not easy to maintain. The only
ones which seem to operate well are at 40 Pole where they are firmly set in place.
Beachgoers must be responsible tor their own behavior. If property owners or other
beachgoers call the patrols' attention to violations, they will be taken care of
He admitted that the permitting process for using grills on the beach is not policed
well; neither the Fire nor the Police Department wants to enforce it. He acknowledges
that there are still too many open fires on the beach and that the policing is generally
sloppy.
He is not sure about the permitting of catering units on the beach. The Beach
Manager may have signed some in the spring. Again, even if they are allowed on the
beach after 5:00 pm, they may arrive early to set up. He has heard no complaints from
the volleyball players about being pushed off their games by caterers, as Mr. Leddy had
stated earlier.
In answer to Mrs. Beck's question about which department paid for the Polaris
vehicle to be used by the Liteguards tor beach and water rescues, the Beach Permit
Account did pay for it because the Parks Department had no money. He does not see that
account and probably could ask for it from time to time but is reluctant to do so.
He thinks the parking issues are being handled well by the patrols and the public
for the most part.
Generally, all these problems are the same ones that occur each year at this time
and are handled as effIciently as the stafting can manage. Overall, he considers it a good
year in relationship to previous years.
Mrs. Beck asked for a decision on what to send the BOS re: dog issues concerns. Mr.
Dickson suggested the Minutes of August 9th and the draft note be sent. Mr. Leddy
asked ifhe could review the Minutes one more time. The members agreed, and Mr.
Leddy replied that if he had time, he would do them quickly and phone Mrs. Beck that
she go ahead and submit those items to the BOS rather than wait until the 30 August
meeting.
Mrs. Beck asked the members to consider dates in the fall for speakers to come visit,
namely so far, Allen Reinhard, Chris Carnevale, and the Coast Guard Chief
Mrs. Beck reported Selectman Kopko's reference to the Town Manager's beach
operation options for the BOS goals this year at the Civic League's Presidents' Breakfast.
Perhaps they tie in with the One Big Beach Plan.
Mr. Leddy reported considerable trash allover Children's Beach. Mr. Johnson spoke
about how congenial the driver of the Ice Cream Truck service was. He enjoyed his work
but would probably just about break even for the summer.
