After a discussion, upon a motion made and duly seconded, it was VOTED to contract for services with
Halik Builders for foundation and building construction as the lowest responsive, responsible bidder.
Upon a motion made and duly seconded, it was VOTED to contract for services with Atlantic
Aeolus for site excavation and building relocation.
D. PROPERTY MANGEMENT - MIACOMET GOLF:
1. Golf Club Operations:
a. Member Request - Leave of Absence: Charlie Passios presented a request from
Miacomet Golf Club member, Robert Cameron to extend his medical leave of absence for an
additional year. Upon a motion made and duly seconded, it was VOTED to approve the request.
b. Restaurant Scheduling Discussion: Based upon information provided by Mr. Passios,
the Commission approved a request to expand dinner hours at the restaurant and to offer "Pasta
Night" dinners on Sundays.
c. Golf Shop Inventory - EBay Request: The Commission approved a request from
Gcncral Managcr, Alan Costa to offer a small amount ofovcrstoek-items-fef-sak-on EBay-sllbjeeHo
the approval by golf accountants and legal council.
d. Range Targets Discussion: The Commission was informed that the range targets are
being relocated in an effort to improve the range and reduce the number of lost balls.
2. Miacomet Golf Renovations:
a. Administration Building: The Commission reviewed revised plans for the renovation of
the Miacomet Golf Club administration building and discussed proposals submitted by Blue Star
Construction and W. McEachern General Contracting which were presented at the December 26th
Land Bank meeting. After a discussion of revisions and the proposals as revised, upon a motion
made and duly seconded, it was VOTED to contract for services with W. McEachern General
Contracting at an estimated cost of $220,000 as the lowest responsive, responsible bidder, subject to
a guarantee by McEachern Contraction of an agreed upon completion date.

b. Supplemental Review and Discussion - No. 27593 H. Gordon Kennedy: The
Commission accepted representations made by the purchaser in an affidavit provided by him
regarding the stated purchase price.
c. Additional Review and Discussion - No. 27618 9 Dukes LLC: The Commission
asked staff to seek additional information regarding the stated purchase.
F. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: The December 2006 transfer statistics were presented.
2. Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it
was VOTED to approve and execute the January 9, 2007, warrant document in the amount of
$88,829.01 to be provided to the county treasurer.
3. Resolution Non-Corporate Organization: The Commission authorized Chairman
Holdgate to execute a Resolution of Non-Corporate Organization for the purpose of establishing a
bank account at Nantucket Bank to receive gifts of stock.
G. REGULAR BUSINESS:
1. Office Service Needs: The Commission confirmed authorization given by the Director to
hire temporary office staff to help prepare copies as requested by Bruce A. Issadore.
2. Annual Town Meeting Warrant Articles Update: Ms. Hunter informed the Commission
that the Director has submitted two warrant articles for the Selectmen's review to be submitted at the
2007 Annual Town Meeting. One article seeks amendments to the Land Bank Act proposed to treat
the transfer of interests in corporations, partnerships and limited liability companies the same as
transfers of interests in title and trusts and the other article seeks the full faith and credit of the Town
of Nantucket to secure a thirty million dollar Land Bank bond issuance.
H. PROPERTY MANAGEMENT:
1. Maxey Pond Settlers' Access - Fencing Request: In response to a request by
Commissioner Stackpole, upon a motion made and duly seconded, it was VOTED to ask staff to
install split rail fencing along the eastern edge of the public access way to the original settler's burial
ground.
2. Backus Lane - Notice of Intent Update: Upon a motion made and duly seconded, it was
VOTED to ratify and confirm prior action by the Director authorizing the Conservation Commission
to review an application submitted by Gale Associates regarding the proposed High School ball-
fields and to file on behalf of the Land Bank without endorsement of the project or authorization to
perform work on Land Bank property.

CALL TO ORDER: 4:02 P.M.
PRESENT: Holdgate, Johnson, Reinhard, Stackpole. ABSENT: Bartlett.
Minutes of the regular meeting held December 26,2006: Upon a motion made and duly seconded, it
was VOTED to accept, approve and release the minutes of December 26, 2006, as written.
A. CITIZEN BUSINESS/ANNOUNCEMENTS: None
B. TRANSFER HEARING POSTPONEMENT - No. 24281 Carol A. Surface: The Commission
considered a request from the purchaser's attorney to postpone the hearing scheduled for January 9,
2007, until January 23,2007. Upon a motion made and duly seconded, it was VOTED to approve the
request.
C: PROPERTY MANAGEMENT:
1. Gardner Property - Marble Cottage Addition: Property Supervisor, Jeffrey Pollock
presented a comparision of cost estimates which have been received for various stages of the
renovation and addition to the Marble Cottage. The cost estimates reviewed were as follows:

After a discussion, upon a motion made and duly seconded, it was VOTED to contract for services
with T.C.E. L.L.C. for site excavation and septic upgrade, All Cape Foundations for foundation
work, Stobart Construction for building construction, and Jon Moreau Electric for electrical as the
lowest responsive, responsible bidders.
Upon a motion made and duly seconded, it was VOTED to contract for services with W.B. Marden
for plumbing, Karl Gross for plastering and Yates Gas for heating.
2. Somerset Farm - Marble Barn Renovation: Jeffrey Pollock presented a comparison of cost
estimates which have been received for various stages of the renovation to the Marble Barn and
estimates for the cost of materials. The cost estimates reviewed were as follows:

b. Golf Course Renovations: The Commission reviewed plans for the renovation of the
original nine-holes and a letter from Howard Maurer providing his opinion and rationale as to why
he believes that the pond at Hole #14 should be removed from the course.
Commissioners Johnson and Stackpole initiated a discussion regarding concerns that they have
regarding the renovation, specifically the need for the renovations and the estimated cost, and
reported that they have received feedback from members indicating that they are satisfied with the
current original course. Mr. Passios spoke about the improvements that he believes are needed to
the irrigation system, greens and fairways and detailed the proposed time frame for the project from
start (Requests for Proposals) to completion.
3.2007 Miacomet Golf Course Budget Review and Discussion: Charlie Passios presented the
draft 2007 revised budget for the Commission's review. The budget being revised in that the budget
currently before the Land Bank is not the draft version which was originally mailed to the
Commissioners.
Mr. Passios presented detailed explanations for the amounts budgeted for operational income,
expenses and capital projects. Concerns and questions raised by Commissioners Holdgate and
Bartlett were addressed. Commissioner Johnson initiated a discussion regarding staff hierarchy and
management structure and Commissioner Stackpole asked questions regarding revenue projections
and additional staffing. After a lengthy discussion including a question and answer review, upon a
motion made and duly seconded, it was VOTED to approve the budget as presented subject to
review by the Director upon his return.
E. TRANSFER BUSINESS:

Ms. Hunter reported that the Land Bank has received a request from Bruce A. Issadore under the
Massachusetts Freedom oflnformation Act seeking copious copies of Land Band transfer records
including all documentation, minutes, decisions and tape recordings.
2. Transfer Record Nos. 27528 through 27647: The Commission reviewed transfers for the
period of December 1, 2006, through December 31, 2006.
a. The Commission authorized placing liens against the following properties as a result of
the purchasers claiming the "M" exemption as first time buyers of real property:

3. Gardner Property Request: The Commission approved Matthew Oates' request to install and
maintain 33 birdhouses at the Gardner property subj ect to the birdhouses being located as shown on the
plan submitted for the Commission's review.
4. Property Management Update: Mr. Perry provided an update on matters related to recent
property management activities including the filing of Notices oflntent to the Conservation
Commission for the relocation of the Blair House, the control and burning of the phragmites at
Reedy Pond, the status of the Town's effort to establish a plan for the removal of the phragmites at
Consue Springs and the status of the boardwalk at the Gardner property.
1. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was VOTED to go into
Executive Session. Each member was polled individually. All members voted yes. The Chairman
noted that the Commission would reconvene into regular session and that the purpose of going into
executive session was to discuss matters related to land acquisition.

ADJOURNMENT: Upon a motion made and duly seconded, it was VOTED to adjourn at 6:25 P.M.
