ADVISORY COMMITTEE OF NONVOTING TAXPAYERS
Minutes of meeting at 10 A.M., SATURDAY, SEPTEMBER 25, 2004, in
the Town Annex Building Conference Room.
1. Present: Richard Melville, Bill Sherman, Duncan (Terry) Sutphen,
and Richard W olfe. Roger Ernst and Jim Treanor were misdirected by
the ACNVT Secretary's agenda heading and concurrently met at the
high school conference room.
2. Vice-Chair Terry Sutphen called the meeting to order at 10:15 a.m.,
noting absence of a quorum. The minutes of the 9/10/04 meeting were
tentatively approved subject to ratification at a future meeting.
3. Richard Melville was welcomed. Richard noted that, from many years
with Alcoa, he was familiar with the use of the chemical floccule~
aluminum sulphate, in wastewater treatment as proposed-:for the
Surfside plant. ~2 ~
4. Terry Sutphen, with reference to the proposed Surfside p]lnt upgtade,
distributed copies of ACNVT-member Howard Blitman'~9/21/04
email. At Howard's request, his emaillisting of Massachusetts anlE
other plants using aluminum sulphate per the EP A will be forwar~d
to Selectman Michael Glowacki, also to others including ACNVT
members.
5. Bill Sherman reported hearing that the Town is currently considering
use of aluminum sulphate in the upgraded plant.
6. Richard Wolfe saw the proposed new airport terminal during the air
show. After describing the main features, he expressed belief that the
design was likely close to final.
7. Responding to Nancy Oliver's request for ACNVT's FY04 annual
report by 11/1/04, Terry has undertaken to do a fIrst draft. Other
possible avenues for publicizing accomplishments and the role of
ACNVT include an insert in tax bill mailings. A wider distribution of
our minutes was not favored.
8. Terry Sutphen anticipates speaking on behalf of nonresident property
owners at the 10/19/04 Special Town Meeting. He presently intends to
voice support of the $35.53 bond being paid for by adding no more
than 50% of the debt service to the tax levy. [The FinCom may vote
its recommendation on bond repayment at its Friday, October 1 st
meeting. ]
9. The next ACNVT meeting is tentatively proposed for Friday, October
8,2004, at 10 a.m. in the Town Annex Building conference room.
10.Terry adjourned the meeting at 11:04 a.m.
