ADVISORY COMMITTEE OF NONVOTING T AXP AYERS
Minutes of meeting at 10 A.M., SATURDAY, JULY 16,2005, in the
Town Annex Building Meeting Room.
1. Present: Howard Blitman, David Brown, Roger Ernst, Bob Shapiro,
Bill Sherman, Jay Strauss, Duncan (Terry) Sutphen, and Jim Treanor,
plus speaker Christine Silverstein and guest Paul Judy.
2. Chair Roger Ernst called the meeting to order at 10:00 a.m. Minutes
of the 6/11/05 meeting were approved. Paul Judy and Christine
Silverstein were welcomed.
3. Responding to a call for nominations to serve as officers of ACNVT,
Howard Blitman was nominated as Chair, Terry Sutphen as Vice
Chair and Bill Sherman as Secretary. There being no further
nominations, the nominees were unanimously elected. Howard urged
a fresh look at the talent and potential available to ACNVT; also, he
noted his concurrent role as Treasurer of the Nantucket Land Council,
supporting on-island land conservation.
4. Roger Ernst went on to recall past ACNVT actions, advising the BOS,
and expressed hope for greater responsiveness. He noted the listings
offered by four members of issues worthy of ACNVT focus, including
island traffic, second dwellings, and the efforts of the newly formed
Town Government Study Committee. Regarding the latter, a
preference was expressed that the Town Administrator or a successor
town manager be fully professional, preferably with strength in public
health and in civil engineering such as dealt with by the DPW.
5. Christine Silverstein, Executive Director of Sustainable Development,
spoke of the range of concerns pursued by SN, providing illustrative
materials: Edge Research's December 2001 report for SN and NLC
"Analysis of Full- Time and Seasonal Residents of Nantucket,"
Christine's letter of 1/3/05 to Edge Research on Edge's proposed look
at island growth and development, and pamphlets from NGOs Save
Our Waterfront and the Nantucket Shellfish Association. SN's
membership is diverse: the organization is neither pro- nor anti-
growth.
6. Christine noted her role in supporting Nantucket and Madaket harbor
planning efforts led by Town Administrator Libby Gibson through
Dave Fronzuto, head of the Ivlarine and Coastal Resources
Department. With $80,000 funding recently received by the Town for
updating its 1993 Harbor Plan, a consultant is being engaged to
develop the plan through a public hearing process. Whether
participation of stakeholders will be as strong as in the run-up to the
'93 Plan remains unclear. (The '93 Plan is available on the Town's
website.) Dave Fronzuto has prepared a matrix summarizing what has
been accomplished toward implementing the 1993 Harbor Plan (never
formally adopted), but the matrix has not yet been made available. An
updated plan is needed due to large changes in use of harbors and
their shorelines.
7. For SN, then known as the Nantucket Sustainable Development Corp.,
she worked through the Resident Partnership Study Committee,
resulting in creation of the Nantucket Housing Office now headed by

8. She helped incubate the Nantucket Shellfish Association, bringing
together otherwise very independent people to form a group with an
effective voice. Working with Save Our Waterfront, that group was

Club, filling a void in island concern about shoreline developments,
e.g., for public beach access, shoreline erosion, etc. SOW is, with SN
and the Nantucket Community Association, presentin~ a program [see
e-mail attachment for details] Wednesday, August 17t , 7 p.m. at the
Harbor House.
9. Until recently, Christine served on the Planning Commission
(NP&EDC), one of 13 regional commissions statewide but, unlike

administers grants, e.g., for bike paths. It oversees the work of the
Director ofPlanlling - who, in turn, serves the Plan..'1ing Board as well
as the Commission. Despite effOlts of the prior PImming Director, no

residents, Christine noted SN's undertaking to pare down the Town

address list of about 5000 persons. She reckoned the cost for a mailing
to that list at about $1850.
