Van Greenby Peter Hanson James Healey Charles Kilvert Alexandra Welsh Arthur Arnoft Phillip Chomo Cassandra chomo Meeting was called to order at 9:10 A.M. by Chairman Peter Hanson. phil Bartlett, Chairman of the finance committee, was introduced as the guest speaker. Proposition 2 1/2 has caused problems, and each year it becomes more of a concern. The finance committee evaluates funding for prospects and town needs. Some funding decisions are made by the committee, and more important decisions are placed on town warrant. As the harbor study was rejected by town vote, there was a $50,000 county grant made, and groups are trying to raise the funds privately. Major changes in the finance committee are computerization and the realization of stringent budget constraints. The primary function of the finance committee is to make sure that voters have a clearer understanding of the items upon which they are voting. As Nantucket is both a town and a county, there are budgeting and governing considerations which have been cumbersome in the past. In the future, there will be a clearer definition of town and county responsibilities. Another change in the financial area, is the shift from tax funding to user fees. Major financial considerations for the future are road maintainance. There has been no formal road maintainance program in the past, and tremendous sums of money spent is a somewhat haphazard basis. Norman ~ehmafi assisted Phil Bartlett in his presentation and discussion. f t{\,') Bill Sherman commented on the list of volunteer positions which are available, and listed on the Inquirer & Mirror. Peter stated that although we were not successful in obtaining parity on the tax issue, that we have built bridges with town officials. We discussed the possibility of having a summer meeting with summer residents and selectmen. Primary conerns would be to create a forum to determine concerns of summer residents.
