HomeMy WebLinkAbout1990-6-29 Minutes of the selectman's Advisory Committee of Non-voting ~axpayers June 29,1990 Members in attendence:Robert Ames, Arthur Arnoff, John Barney, Max Berry, Denise Carey, Phillip Chomo, Sandra Chomo, Charles Dearborn, Stephen Grayson, Marvin Greenberg,M.D., peter Hanson,Charles Kilvert, Herbert Schreiber,D.D.S.,& Alexandra Welsh The meeting was called to order by chairman Peter Hanson, at 9:08 a.m. Peter breifly outlined the agenda items, and then introduced Nantucket Chief of Police, Randy Norris. Randy proceeded to enlighten us regarding the unique problems of providing quality police protection, in an isolated location. As there is no "mutual aid", where adjoining communities provide assistance, a relatively larger police force is required. Each 24 hour period requires the staffing of three eight hour shifts. The summer police temporaries have full police powers, but are not allowed to carry firearms. There is significant investigative workload carried by regular officers. As Nantucket has very limited jail cell space, this presents another problem. One major concern is underage drinking, and apprehended minors are usually given work details. If there is no reccurance in a years time, there is no court record. The police try to react promptly to speeding and reckless driving on beaches, as this endangers beachgoers, and destroys the environment. A new program is being introduced in 'Sconset, with police patrolling on bicycle. After thanking Chief Norris for his remarks, Peter then introduced Linda Holland, of the Nantucket Land Counsel. Linda spoke about the recently completed study of water problems on Nantucket. Over 50% of the population is on septic system, and this figure has only been reached in the last few years. As a result of this engineering study, there are specific proposals regarding water quality. Linda urged members to attend a public meeting on July 12th, at 7:30 P.M. to discuss six of the seven proposals. At the last meeting, there was a large number of developers, who opposed the proposed first proposal, which limits the number of bedrooms in relation to lot size. Anne Lee, County Administrator, then spoke about a new study committee which is being formed. This group will study, review, and make recommendations concerning county government. It was mandated that of the 20 committee members, that five of the members be non-voting taxpayers. The present forms of local government will be reviewed, and recommendations involving structure, administration, of both Town and County governments, will be made. It is intended that this committee will be able to enhance the governing bodies ability to carry out their statutory responsibilities. Members are urged to volunteer to serve on that review committee. Peter discussed again the possibility of a Summer non-resident forum. The purpose would be to present a significant united body, to present their views to the selectmen. August 11th, at 9:30 a.m. at the high school was selected as the forum date. Executive Secretary, Lee Bourgoin, suggested that we have a formal agenda, with specific questions for the selectmen. It was decided to close the formal meeting, and reconvene with an informal meeting, the following Tuesday, to discuss arrangements for the Summer Forum. Meeting was closed at 11:15 a.m. ~~4~~~.~ .'
