ADVISORY COMMITTEE OF NONVOTING TAXPAYERS
NEXT MEETING: AUG 31,2001, 10 AM., HIGH SCHOOL CONFERENCE ROOM
MINUTES OF AUGUST 24, 2001 MEETING
1. Meeting was convened by Chair Roger Ernst. Present: ACNVT members Blitman,
Chomo, Ernst, Mueller, Roman, Sherman, Strauss and Sutphen; plus Linda Holland,
Richard Loftin, Helene Weld and Dick Wolfe. The minutes of8/17/01 were approved.
2. Copies were distributed of a draft ACNVT letter to the Board of Selectmen and of the
cap-extending warrant article which the Board, at its Wednesday 8/22 meeting, had
accepted for an October Special Town Meeting. Linda Holland explained the position of
those on the Growth Management Committee who supported the article and its 10-year
covenant of year-round occupancy as a basis for exemption from the cap. Richard Loftin
recounted the unresolved discussions within the Growth Management Committee
between proponents of the year-round occupancy covenant and NBA proponents of cap
exemption based upon gross floor area limitation. Failure of consensus there and a sense
of urgency led him to draft and present to the selectmen the proposed warrant article with
some 270 voter signatures.
Pro and con were discussed including the prospects for STM adoption and of future
enforcement, timing of an ACNVT letter and its content. The NBA was perceived as
relying upon 'trickle down' of exempted smaller homes to reach the year-round market,
while year-round covenancy seemed a more straightforward way to provide more year-
round housing quickly.
Upon motion of Howard Blitman, seconded and passed, ACNVT Chair Roger Ernst was
authorized to send a letter to the Board of Selectmen, copy to the Growth Management
Committee, stating ACNVT support of the STM warrant article, after the warrant is
closed to alternative cap extension articles. Richard Loftin urged that the article be
supported without amendment at the Planning Board or Special Town Meeting. Fine
tuning can best be left to the April 2002 Annual Town Meeting.
3. The next meeting was set for Friday morning, 10 -11 a.m., 8/31, hopefully at the ~h
