ADVISORY COMMITTEE OF NONVOTING T AXP AYERS
NEXT MEETING: SEP 14,2001, 10 AM., HIGH SCHOOL CONFERENCE ROOM
MINUTES OF AUGUST 31, 2001 MEETING
1. Meeting was convened by Chair Roger Ernst. Present: ACNVT members Blitman,
Ernst, Mueller, Roman, Sherman, Strauss and Sutphen; plus Helene Weld. The minutes
of 8/24/01 were approved.
2. Discussion was continued on sending an ACNVT letter to the Board of Selectmen
regarding the cap warrant article which the Board, at its Wednesday 8/22 meeting, had
accepted for an October 10th Special Town Meeting. Concern was raised regarding
reference to the NBA position on cap extension, mindful that the NBA representatives
had not responded to the ACNVT request for their comment. Preference was expressed
for avoiding confusion of voters while indicating some optimism that builders might join
in support of the article. Any desired amendments could best be held offuntil the April
2002 Annual Town Meeting.
Ellen Roman proposed supplementing the letter with a write-up explaining the
background of ACNVT, extending a welcome for new members, noting what the
ACNVT has undertaken, its support ofthe Town, e.g., through paying a majority share of
residential tax revenue and contributions of volunteer time and money to island
nonprofits, etc. - and urging voters to turn out for the Special Town Meeting. She will
undertake a draft with data from Bill.
Chair Roger Ernst undertook to sign and send the letter to the selectmen, with copy to the
Growth Management Committee and the I&M. Decision on who might best speak for
ACNVT at the Special Town Meeting was deferred, both Chair and Vice-Chair
expecting to be off-island on October 10th.
3. The selectmen are likely to advertise in September for applicants interested in joining
ACNVT as new members. Bill will get committee application forms.
4. For future meetings, interest was expressed in hearing about Town re-assessment of
homes, about water-quality issues (e.g., the possibility of 'Sconset wastewater use for
golf courses after tertiary treatment), traffic congestion, and Town funding needs (e.g.,
getting voters very clear about Town fmancial needs). Town Assessor Debbie Dilworth
will be asked to come to the next ACNVT meeting.
5. The next meeting was set for Friday morning, 10 - 11 a.m., 9/14, hopefully at the High
School conference room. Members will be notified oftime and place.
