HomeMy WebLinkAbout2003-09-26 ADVISORY COMMITTEE OF NONVOTING TAXPAYERS Meeting at 9 A.M. held Friday, September 26, 2003, in the Town Annex Building Meeting Room. 1. Present: David Brown, Roger Ernst, Bill Sherman, Jay Strauss, and Duncan (Terry) Sutphen. 2. The Chairman called the meeting to order at 9:10 a.m. with a quorum lacking. The minutes of the previous meeting 9/12/03 were to be filed with the Town Clerk (with proposed minutes of the present meeting), as distributed and subject to formal approval when next we have a meeting with a quorum present. 3. a) Terry Sutphen represented the ACNVT at the Board of Selec~n meeting on 9/17/03. He reported extended time taken Q.q ..~n HDCS'- appeal. A copy of the BOS "Procedure or Appeals Heartn~f" was,.. 3 circulated at the table, noting that their usual pro.~ions ~ a hearing offered no easy answer for truncating or del~ating a~ HDC appeal. Bill Sherman thought that delegation of art appel~te review to the Town Administrator would not be proper~~ -0 b) Roger Ernst noted that status of the town's home ~ule pet~on on vehicle limitation was on the BOS 9/24 agenda and comment~ on how unpromising were the Tom Nevers survey result on vehicle-- limitations, e.g., expected entitlement to 4.5 cars/household and 1.8 per empty lot. Questioned was whether an escalating fee per car on island after the first - if authorized by the state - could be workable. c) All agreed that on-street parking in the Core District was much more available this past summer. Our commendations to the selectmen are to be communicated. d) Roger had heard from Sarah Alger's office that Jay Strauss' representation of summer residents at Town Meeting had been accepted. 4. a) Absent a draft letter from Howard Blitman's subcommittee to discuss, Jay urged that the town provide incentives so that Certificates of Occupancy are obtained promptly after construction is completed. The Chair has been authorized to include reference to that and to Howard's list of fees in writing to the BOS. b) Again, absent a draft letter from Lou Bassano's subcommittee, a report to the BOS, as previously committed, is to be included in a letter to the Board. It would affirm validity of a real- estate tax bill as evidencing residency, irrespective of year- round or seasonal, as discussed at the prior meeting. c) Bill circulated a copy of the form being developed for evaluating progress in implementing the ComPlan. 5. a) Terry reported on the 9/22/03 Earth Tech presentation to the BOS, rather fully covered in the Nantucket Independent article of 9/24/03. Not yet clear is what population growth projection Earth Tech is using in recommending wastewater treatment capacity, etc. Unresolved, also, is how the public infrastructure improvements will be paid for and how some 200 of 290 lots in Madaket will be kept unbuildable. Terry expects to obtain Earth Tech's Phase II report - to be released by 9/30/03. He expressed concern that the town stay mindful of water resource issues. b) Terry also reported on a meeting of island NGOs he attended as ACNVT's representative. They hope next to include the Chamber of Commerce and the newly-formed newly formed Alliance of Nantucket's Working Community. [Per 8/21/03 I&M note at page 4A, the Alliance was formed by the Nantucket Builders Association, the Nantucket Landscapers Association, and the Nantucket Marine Trades Association.] 6. Appreciation was expressed for Roger and Jean's party for ACNVT members the evening of 9/12. 7. Roger, Terry, and Bill are asked to complete drafting of letters to send to the BOS. 8. To aid in next summer's start-up of ACNVT, Bill Sherman was asked to provide a listing of the 13 present ACNVT members with the respective terms of their appointments. Two positions remain unfilled, one each for one-year and two-year terms. 9. Roger declared the present meeting adjourned at 10:25 a.m. Respectfully submitted, Bill Sherman, Secretary
