ADVISORY COMMITTEE OF NONVOTING TAXPAYERS
Meeting at 10 A.M., Friday, June 25, 2004, in the High School
Conference Room.
1. Present: Louis Bassano, David Brown, Roger Ernst, Bill Sherman,
Duncan (Terry) Sutphen, Jim Treanor, Helene Weld, Richard Wolfe.
2. The Chairman called the meeting to order at 10:05 a.m. with a
quorum present (but no action planned until after FY05
appointments). The minutes of the previous meetings 9/12 and
26/03 were approved as distributed, subject to ratification at
the next meeting.
3. Prospective BOS appointments to the ACNVT were noted, including
Richard Melville (who couldn't be reached by phone) .
4. Chair Roger Ernst noted receipt of Finn Murphy's BOS 10/31/03
letter thanking ACNVT for its summer '03 activity and
recommendations. Roger explained why the ACNVT's voice was not
heard at the April '04 Annual Town Meeting.
5. Terry Sutphen (representing the Nantucket Community Association
in the Community Coalition and Bill Sherman for ACNVT) reported
that CC wrote the BOS in May urging the Town to update its 1993
Harbor Plan. While no response has been received, urgency is
thought apparent and widely supported. Concerns include risk of
harbor pollution, change or relocation for the Coast Guard, the
electric company, tank farm, and fuel transfer, and prospective
harborside developments such as the Great Harbor Yacht Club. The
Nantucket Shellfish Association has joined the CC in those
concerns and participation by the Alliance of Nantucket's Working
Community is sought further to broaden its representation of
island organizations and the whole community. CC is also
following developments relative to the Comprehensive Wastewater
Management Plan and for the airport.
6. Roger Ernst asked what the ACNVT members would want to focus on
in their summer '04 meetings and advisory role for the BOS. Bill
Sherman reported status of contacting Town Administrator Libby
Gibson and, through her, BOS Chair Tim Soverino. He is to invite
new selectmen Michael Glowacki and Doug Bennett to share their
views with ACNVT. Suggested focus topics were:
. Cost factors for new Surfside Wastewater Treatment Facility
such as plant technology, capacity and Sewer District
estimated growth potential - and how cost funding will be
allocated among voting taxpayers, non-voting taxpayers, public
sewer users, and new construction.
. State-sanctioned limits on excessive future numbers of car~
per household ~
. Pros and cons of possible Nantucket-Hyannis split~~om the
Steamship Authority, e.g., for summer residents =E' 2=

7. The next ACNVT meeting was proposed for Friday, July 9th, wiWU
Ernst, Sutphen and Sherman to propose an agenda.
8. Roger Ernst adjourned the meeting at 11:06 a.m.
