DECEMBER 11, 2001 MEETING MINUTES
A meeting of the Community Preservation Committee took place on December 11, 2001 in the Board of
Selectmen's Conference Room at 16 Broad Street at 3:30PM. Bany G. Rector, Chairperson, Richard
Brannigan, Frank Spriggs, secretary Norman Chaleki, and Ken Beaugrand were present, with Patricia
Butler, vice-president as recording secretary. Members Neville Richen, Virginia Andrews and Polly
Miller were absent.
After noting that the meeting was a continuation of the meeting of November 27,2001, rescheduled
from November 20,. 2001, because of the Thanksgiving holiday, Barry called the meeting to order at
3 :40PM. A motion was made to approve the agenda, so moved. A motion was made to approve the
minutes of the August 17, 200 I meeting, so moved.
There was a brief discussion about the November 15, 2001 Public Forum.
Barry handed out informational packets that included:
. 1. Bulletin 2001-09B, Massachusetts Department of Revenue, Subject: FY 2002 Implementation of
the Community Preservation Act;
2. Informational Guideline Release no. 01-207, September 2001 Community Preservation Fund (G.
L. Ch.44B)
3. Beach Management Advisory Committee Application for CPA Funding
Mter some discussion, the committee determined that CPA funding articles needed to be submitted to
the Board of Selectmen by February 4, 2002 and that one encompassing article would include all
funding requests. Frank noted that all proposals must meet CPA criteria.
Barry asked the members to review the Beach Management Committee's application before next
Tuesday, December 18, 2001, meeting at 3:30PM at the Land Bank when the applicants would present
the application for review and discussion. A motion was made and seconded to invite the Beach
Management Committee to said meeting.
Regarding the administration of CPC funds, Barry said that he had met with Finance Director Connie
V oiges, who will set up a budget with the Town for disbursement.

to put projects out to bid resulted in a motion and second to review these matters for additional
discussion.

Ken reported on his meeting with Personnel Director Nancy Oliver about hiring a part-time
administrative assistant for the CPC. Noting that the position would not be a Town of Nantucket
position, a motion was made, seconded, so voted to draft a letter with a job description for.
advertisement, including posting on the Town and County Building bulletin board. A personnel
committee will be formed to review applications before interviewing proceeds.
With regard to the Citizens Warrant Article calling for the deletion of Class 3 & 4 exemptions from the
CPA, Article 46, as adopted at Town Meeting 2001, a motion was made, seconded and voted that Barry
would present a draft for Board of Selectmen sponsored warrant article. Ken will ask Debby Dilworth
about the financial differential.
New Business:
The committee decided to hold discussion to invite a State CPA representative recommended by Neville
until Neville was present.
Public Comment:
Responding to a question by Christine Silverstein about whether the CPC would consider calling for a
Special Town Meeting if there was not enough time to review applications for Board of Selectmen
consideration for the April 2002 Town Meeting, the committee said it would depend on the project.
After Barry noted that the next meeting was scheduled for Tuesday, December 18, 200 l, at 3 :3 OPM in
the Land Bank Meeting Room, and reminding the members to review the Beach Management
Committee's application before the meeting, a motion was made, seconded, and so voted to adj oum the
meeting at 4:45PM.
