Rector Subject: epe Meeting Minutes 02-27-02 A meeting of the Community Preservation Committee took place on February 27, 2002 at 3:30PM at the Land Bank Room. Chairman Barry Rector, Polly Miller, Frank Spriggs, Rich Brannigan, Neville Richen, Norman Chalecki and Patricia Butler were present. I. The meeting was called to order, and a quorum was established at 3:35PM. ll. The Agenda was approved. lll. The minutes of January 9, 2002, were approved with the following amendment: The Nantucket Historical Association funding request should have been listed as $50,000 IV. Barry circulated Correspondence, including: 1. Notice of a statewide CPA meeting at Tuckerman Hall in Worcester on March 16; 2. FinCom meeting to be held March 7 instead of February 28, 4:00PM, High School Cafeteria-refer to Town Warrant on website: www.town.nantucket.ma.us/townmtg/; 3. Trust for Public Land letter; 4. Barry suggested adding CPA deadline, September 1, 2002, on application, and that applications be sent to the Chairman, so voted; 5. Note from Libby Gibson, Town Code regarding gifts of value of over $100 made to employees, officials, commissions and departments; 6. The Town of Bedford 's Community Preservation Program, 2001; 7. Changes to Article 33 proposed by Town Counsel; discussion about language adding preservation restrictions to brick and mortar projects. A motion was made to authorize . Barry to seek gratis, or expend up to $1,500 for legal advice in response, so voted. V. Nantucket Sustainable Development Corporation Application: Discussion about processing administrative funds, including $15,000 recommended to NSDC for Housing Study resulted in decision to create "Progress Reports", for accountability, determining method and timing of payments (checks issued by Connie Voges) - all to be in the spirit of mutual cooperation and information, to accomplish project goals, within July 1- June 30 Annual Proj ect Funding Year. Specifics procedures should include: 1. Periodic meetings 2. Meetings with the CPC 3. Sign-offline, signed by applicant 4. Disbursement schedule sent to CPC\ 5. Key contact person identified for each project Finally, Barry suggested that each application be assigned a CPC Project Manager, and the following assignments were made: 3/18/02 .
