COMMUNITY PRESERVATION COMMITTEE
MINUTES - SEPTEMBER 17, 2002
A meeting of the Community Preservation Committee, CPC, was held on Tuesday, September 17,2002 at 3:30
PM in the Land Bank Room, 22 Broad Street, Nantucket, MA.
Present were: Pat Butler, Vice Chair, Virginia Andrews, , Ken Beaugrand , Rich Brannigan, Norman
Chaleki,Polly Miller, Neville Richen, Frank Spriggs and Alice McWade, Administrative Assistant.
The meeting was called to order at 3:30 PM, and a quorum was established. The agenda was approved. The
minutes from the August 20, 2002 meeting were reviewed and approved as written.
REQUEST FOR FUNDS
Neville Richen, Project Manager for Habitat for Humanity Nantucket, HFHN, has presented the Project Status
Report requesting disbursement of the full amount approved at the ATM, $35,000.00. HFHN anticipate
breaking ground in October. After discussion, upon a motion duly made and seconded it was
VOTED: To authorize the Chair to sign the Project Status Report, PSR, upon receipt of an invoice
from HFHN to the CPC with substantiating estimates~ awarded contracts or bids. When HFHN receives
actual invoices it will submit the invoices and verification of their payment to the CPC.
OLD BUSINESS
Dorrie PizzeUa, Executive Director of the Community Preservation Coalition left copies of the screens from the
Power Point presentation she gave at the August 20, 2002 CPC meeting. Copies were distributed to the
Committee Members.
NEW BUSINESS
Twenty-two applications were received. After discussion, upon a motion duly made and seconded it was
VOTED: To accept the twenty-two applications and schedule them for interviews.
The intricacies of scheduling three- hour meetings between now and November 1, 2002 were discussed. Barry
Rector, because he was unavoidably obligated off island today, relayed information that Tuesdays and
Wednesdays were the best days of the week for him to attend CPC meetings. Ken Beaugrand will be off island
between October 19~ 2002 and November 2,2002. Neville Richen will be off island between September 28,
2002 and October 3~ 2002. pony Miller may not be available on the second and fourth Tuesdays of the month if
the Land Bank is not able to establish a quorum. Ginger Andrews will be otTlsland between September 20,
2002 and October 1, 2002. Ginger will also have a conflict with her Con Com meetings on Wednesday
September 18, ,October 9~ October 23, and November 6~ 2002.

It was suggested that the exact role and scope of authority of the Finance Committee, as it relates to the
Community Preservation Committee, be clarified. The Community Preservation Coalition and Town Counsel
were suggested as possible resources for obtaining such clarification.
PUBLIC COMMENT
Pat Butler distributed a flyer entitled "Nantucket Preservation Alliance", a copy of which is attached hereto.
ADJOURNMENT
The meeting adjourned at 5:15 pm. The next meeting is scheduled for October 15,2002 at 3:30 pm in the Land
Bank Room. Committee members were reminded that in order to have sufficient time to interview all the
applicants it would be necessary to schedule additional meetings during the ensuing month.
