Tractor Tire Protection Request EXECUTIVE SESSION ADJOURNMENT Land Bank Commission January 10,2006 Page 2 7.2005 Pro Shop Operations: Mr. Passios offered to revisit certain 2005 procedural issues and personnel matters which were of concern to the Commission. It was agreed to hold the matter over for discussion at a later date. C. TRANSFER HEARING REQUEST - No.25156 Robert Driscoll and Laina C. Driscoll and No. 25586 Quisett Partners Nominee Trust: Ms. Hunter informed the Commission that Robert Driscoll, Laina C. Driscoll and representatives of the Quisett Partners Nominee Trust have requested a hearing on the matter of Land Bank Notices of Assessment dated July 14,2005, and December 21,2005. The Commission agreed to schedule a hearing at a meeting to be held on January 24, 2006. D. TRANSFER BUSINESS: 1. Transfer Record Nos. 26428 through 26575: The Commission reviewed transfers for the period of December 1, 2005, through December 31, 2005. a. The Commission authorized placing liens against the following properties as a result of the purchasers claiming the "M" exemption as first time buyers of real property: No. 26447 Gary Roy and Elaine Roy No.26463 Marc J. Satisfactorily Completed Form B and/or Documentation Not Provided: The Commission asked staff to request a satisfactorily completed Form B and/or documentation for the following transfers: No.26494 Mark N. Transfer Review - No. 26556 Nantucket Sun Nominee Trust: Ms. Hunter reported that payment of the outstanding Land Bank fee has been received. Accordingly, the Commission found the transfer to be in order. 2. Transfer Update: a. Satisfactorily Completed Form B Provided: Based upon the information and/or documentation provided the Commission found the following transfers to be in order: No.26342 Windhorse Ventures, LLC No. 26362 Valerie A. PROPERTY MANAGEMENT: I. 2006 Work Plan: Mr. Perry and Mr. Pollock were in attendance to present and discuss the Property Management Task List itemizing and prioritizing 2006 projects for Land Bank properties. After a discussion, upon a motion made and duly seconded, it was VOTED to approve the task list as presented. 2. Walker Property Plan Approval: Mr. Perry and Mr. Pollock presented draft plans for improvements at the Walker property including the removal of the storage shed and floats, raking, cleaning and removal of debris, the planting of a grass buffer along the street frontage and the installation of post and rope fencing along the roadside. Upon a motion made and duly seconded, it was VOTED to approve the plan as presented. 3. Walker Property Use Request: Commissioner Stackpole presented a request to erect a tent at the Walker property for the 2006 Figawi Event over the Memorial Day weekend beginning May 27,2006. Upon a motion made and duly seconded, it was VOTED to approve the request as presented. 4. Farrell Property Plan Approval: Mr. Perry and Mr. Pollock presented draft plans for improvements at the Farrell property including the removal of the two houses, the installation of a parking area for 6-8 cars, the installation of cedar trees, and the delineation of two walking trails to the beach. After a discussion, upon a motion made and duly seconded, it was VOTED to approve the plan as presented. 5. Somerset Farm Outlying Buildings Renovations: Mr. Pollock presented a plan for improvements to outlying buildings at the Somerset Farm property. After a discussion, upon a motion made and duly seconded, it was VOTED to authorize contracting for services ,with Terminex to treat termite infestations in the buildings, to authorize the installation of poured concrete flooring at the garagelbarn and to develop a re-use plan for the old workshop. 6. Rodts Property - Parking Area Discussion: Mr. Perry presented a plan to install a parking area for up to 6 cars at the Rodts property off Polpis Road. Upon a motion made and duly seconded, it was VOTED to approve the plans as presented. 7. Tractor Tire Protection Request: After a brief discussion, upon a motion made and duly seconded, it was VOTED to approve the purchase of four tractor tire protective liners at a cost of$l ,800. H. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was VOTED to go into Executive Session. Each member was polled individually. All members voted yes. The Chairman noted that the Commission would reconvene into regular session and that the purpose of going into executive session was to discuss matters related to land acquisition. STA TEMNTFY06 MINUTES Nantucket Land Bank Commission Regular Meeting of January 10,2006 Land Bank Meeting Room, 22 Broad Street Nantucket, Massachusetts CALL TO ORDER: 4:02 P.M. PRESENT: Bartlett, Holdgate, Miller, Reinhard, Stackpole. Minutes of the regular meeting held December 13, 2005: Upon a motion made and duly seconded, it was VOTED to accept, approve and release the minutes of December 13,2005, as written. A. CITIZEN BUSINESS: None B. PROPERTY MANAGEMENT: 1. Miacomet Golf Citizens' Concerns: The Commission acknowledged receipt of correspondence from Woody Kay, Pam and Charlie Williams, Paul Steinfurth, Michael Passaro, Margaret Benedict and an anonymous party expressing their concerns regarding Miacomet golf professional Michael Merrill's employment. 2. Facilities Update: Mr. Passios provided an update on matters related to the installation of heating units at the offices, golf car storage, pro shop setup and plans for clubhouse renovations scheduled to go before the Historic District Commission next week. 3. Operations Update: Mr. Passios reported an increase in golf activity due to favorable weather conditions and a thirty percent increase in sales at the restaurant. 4. 2006 Miacomet Golf Club Tournament Schedule Discussion: The Commission was informed that general manager, Alan Costa had recently held a meeting with eight golf club members for the purpose of receiving feedback and discussing the proposed 2006 tournament schedule. Upon a motion made and duly seconded, it was VOTED to approve the 2006 tournament schedule as presented. 5.2006 Miacomet Golf Course Budget Review and Discussion: Mr. Passios presented line by line explanations and supplemental discussion of the proposed 2006 budget for Miacomet Golf including operational income and expenses and capital projects. After a lengthy review and discussion, upon a motion made and duly seconded, it was VOTED to approve the budget as presented. Additionally, Upon a motion made and duly seconded, it was VOTED to authorize going forward with the permitting process for clubhouse renovations as a capital project. 6.2006 Membership Discussion: Mr. Passios presented a final report detailing the 2005 membership categories and revenue. After a discussion regarding the membership funds collected as follows, upon a motion made and duly seconded, it was VOTED not to increase membership dues for the 2006 year. Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it was VOTED to approve and execute the January 10,2006, warrant document in the amount of $50,994.20 to be provided to the county treasurer. 4. December 27,2005 Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it was VOTED to ratify and confirm prior approval, by a majority of the Commissioners, the December 27,2005, warrant document in the amount of$156,973.53 to be provided to the county treasurer. F. REGULAR BUSINESS: 1. Act Amendment - "M" Exemption: The Director reported that the Selectmen have approved submitting a request to representatives in the legislature seeking an amendment to Senate Bill No. 2053 which as currently written proposes to amend the Land Bank Act by increasing the amount exempted from the Land Bank fee under the first-time home buyers (-m-) exemption from $200,000 to $400,000. The proposed amendment to the bill would allow the Land Bank to annually determine the amount exempted in no event less than $400,000. 2. Public Notice Review: The Director reviewed public notices received since the last review. No action was taken.
