Satisfactorily Completed Form B and/or Additional Information Provided: Based upon the information and/or documentation provided the Commission found the following transfers to be in order. No. 26601 Morey Lane Realty Trust No. 26668 Seiger Nantucket Nominee Trust No. 26681 Eel Point Management LLC D. FINANCIAL BUSINESS: 1. Monthly Transfer Statistics: The February 2006 transfer statistics were presented. E. PROPERTY MANAGEMENT: 1. Equipment Request - Tree Pod: Mr. Perry presented a request to purchase a six-tree pod trailer at an estimated cost of$19,OOO. Upon a motion made and duly seconded, it was VOTED to authorize purchase of the trailer as presented. F. FINANCIAL BUSINESS: 1. Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it was VOTED to approve and execute the March 14,2006, warrant document in the amount of $114,701.94 to be provided to the county treasurer. G. REGULAR BUSINESS: 1. Public Notice Review: The Director reviewed public notices received since the last review. No action was taken. H. PROPERTY MANAGEMENT (continued): 1. 2006 Prescribed Bum Program Plan: Mr. Perry presented the 2006 Prescribed Bum Program Plan and provided aerial maps of the Smooth Hummocks, Miacomet Park, Gardner, Sanford Farm, Munson, and Craig properties delineating the mowed fire breaks and proposed burning areas for the Commission's review and approval. Upon a motion made and duly seconded, it was VOTED to approve the 2006 plan as presented and asked property management staff to take all efforts to preserve trees at the Sanford Farm property. 2. Invasive Plant Control Discussion: Mr. Perry reported that spotted knap weed has overgrown portions of Land Bank properties along Hummock Pond Road and Smooth Hummocks and phragmites are spreading at the Land Bank's Mioxes Pond and Reedy Pond properties. Upon a motion made and duly seconded, it was VOTED to authorize Mr. Perry to file Notices of Intent with the Conservation Commission to take appropriate action to control theses invasive plants and to approve Mr. Perry's suggestion that he seek an herbicide applicator's license. PRESENT: Bartlett, Holdgate, Miller, Reinhard. ABSENT: Stackpole. A. CITIZEN BUSINESS: None B. PROPERTY MANAGEMENT: 1. Miacomet Golf Update: a. Operations Update: Mr. Passios provided an update on operational activities including current memberships, clubhouse use, golf group input sessions and "Senior Day" scheduling. b. Facilities Update: Mr. Passios provided a progress report on clubhouse renovations and presented cost estimates for structural, electrical, plumbing, heating and finish work. After a discussion, upon a motion made and duly seconded, it was VOTED to have Miacomet Golf Club, Inc. contract services for renovation of the building entrance and restrooms based on the estimates presented. c. Course Renovation Update: Mr. Passios reported that design plans for renovation of the original nine holes were in the final stages of review. d. Instructor Program Update: Mr. Passios briefly described the terms of Agility Golf s contract with Moor's Inc. and reported that Agility Golfwill use the name "Nantucket Golf Academy". e. Junior Golf Club Discussion: Mr. Passios reported that he is considering providing management services at the Siasconset Golf Club this season and stated that a proposal to move portions of the Junior Golf program from the Miacomet Golf Club to the Siasconset Golf Club is being considered in an effort to free up tee times at Miacomet. C. TRANSFER BUSINESS: 1. Transfer Record Nos. 26682 through 26768: The Commission reviewed transfers for the period of February 1,2006 through February 28,2006. a. The Commission authorized placing liens against the following properties as a result of the purchasers claiming the "M" exemption as first time home buyers of real property: No. 26695 Carole A. Buckley No. 26696 Michael Watson No. 26700 Richard R. Ray, Jr. No. 26705 Michael Horton and Samantha Horton No. 26709 Christopher J. Bistany No. 26711 Joseph Wright No. 26740 Douglas F. Lebrecht and Gina E. Lebrecht Land Bank Commission March 14, 2006 Page 3 3. Blair House Discussion: Commissioner Miller initiated a discussion regarding renovation and relocation of the Blair House. Staff was asked to prepare and present an alternatives analysis at the next regular meeting. 4. Lawrence Mooney / Blueberry Pastures - Property Access Discussion: The Commission discussed creating a more inviting access to the property and eliminating the abutter's encroachment at the access easement and asked the property management department to have the property surveyed to facilitate design considerations. I. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was VOTED to go into Executive Session. Each member was polled individually. All members voted yes. The Chairman noted that the Commission would reconvene into regular session and that the purpose of going into executive session was to discuss matters related to land acquisition. RETURN TO OPEN SESSION ADJOURNMENT: Upon a motion made and duly seconded, it was VOTED to adjourn at 6:13 P.M.
