seconded, it was VOTED to ask Mr. Passios to notify the respondents of the results and to move
forward with discussions with NMP Golf.
After additional discussion of the project, the Commission asked Mr. Passios to post plans of the
proposed renovation at the clubhouse, to seek members' opinion on the proposal and asked Mr.
Savetsky to submit an approval request to the Secretary of Environmental Affairs.
2. Somerset Road Sidewalk Project Discussion: The Director reported that the project will be
re-bid as the process requires public notices in the Inquirer and Mirror and the Central Registry.
3. Madaket Road Takings Request: The Commission discussed a request from the Nantucket
County Commissioners seeking funding in the amount of $6,400 to assist with the cost of reworking
the plan of takings of paved and unpaved roads in Madaket. Upon a motion made and duly seconded,
it was VOTED to approve the request subject to the County Commissioners completing the full
taking as originally proposed.
Commissioner Holdgate left the meeting at this time.
D. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: The June 2006 transfer statistics and annual fiscal year end
revenue statistics were presented to the Commission.
2. Warrant Authorization - Cash Disbursements: Upon a motion made and duly seconded, it
was VOTED to execute the fiscal year-end June 30, 2006, warrant document in the amount of
$79,413.35 to be provided to the county treasurer.
3. 2006 Fiscal Year Budget Amendments: The Director presented the final FY 2006 budget
report and suggested that the budget be amended to reflect the total amounts expended. After a
review, upon a motion made and duly seconded, it was VOTED to amend the Fiscal Year 2006
Budget as prepared by the Director.
4. 2007 Fiscal Year Budget: The Commission discussed the Fiscal Year 2007 draft budget
prepared by the Director. Upon a motion made and duly seconded, it was VOTED to approve the
budget as presented.
E. REGULAR BUSINESS:
1. Rules and Regulations Amendment Discussion: The Commission determined to hold a
public hearing on August 8, 2006, for the purpose of receiving public comment on proposed changes
to the Rules and Regulations which would incorporate language of an amendment to the Land Bank
Act which was approved by the Governor on June 28, 2006, raising the first-time buyers' exemption
from $200,000 to $400,000.
2. Land Bank Logo Design Discussion: The Director summarized the history of the logo
design proposals and addressed concerns of Commissioners Stackpole and Johnson regarding the

CALL TO ORDER: 4:07 P.M.
PRESENT: Bartlett, Holdgate, Johnson, Reinhard, Stackpole.
Minutes of the regular meeting held June 27, 2006: This matter was taken out of order under
Regular Business.
A. CITIZEN BUSINESS: None.
B. TRANSFER BUSINESS:
1. Transfer Record Nos. 27947 through 27120: The Commission reviewed transfers for the
period of June 1,2006, through June 30, 2006.
a. Current "M" Exemptions and Liens: The Commission authorized placing liens against
the following properties as a result of the purchasers claiming the "M" exemption as first time buyers
of real property:
No. 27048 Rodolfo Lemus, Edy Lemus and Felicito Palencia
No. 27056 Alesia J. Hamideh
No. 27066 Saulius Vizgintas and Donata Vizgintas
No. 27094 Kevin Conrad
b. Hearing Request - Nos. 25791 and 25842 Robert Lang: The Commission was
informed that Mr. Lang's attorney, Arthur Reade, has requested a hearing in response to Land Bank
Notices of Assessment dated July 15,2005. After discussion, the Commission agreed to schedule a
hearing on August 22, 2006, and asked staff to inform Mr. Reade of the hearing date.
Commissioner Stackpole arrived.
C. PROPERTY MANAGEMENT:
1. Miacomet Golf Update:
a. Facilities Update - Course Improvements: Mr. Passios reported that proposals had
been received from International Golf Construction Company, NMP Golf Construction Company
and George Ley Company in response to the Miacomet Golf Course's request for proposals to
provide services for the renovation of the original nine holes. After evaluating the proposals, Mr.
Passios determined that the submission from NMP Golf was the only proposal qualified as the other
two proposals did not meet minimum submission requirements. Upon a motion made and duly

content of the meeting minutes of June 13,2006, and June 27, 2006, in regards to discussions and
votes to accept design proposals submitted by Rob Johnson and/or Tony Leone. After a motion made
and duly seconded, it was VOTED not to move forward with the redesign of the Land Bank logo, to
ask the Director to inform Mr. Leone of the Commission's decision, and to pay Mr. Leone for
services provided up to this point.
After discussion, upon a motion made and duly seconded, it was VOTED to accept, approve, and
release the minutes of June 27, 2006, as written.
F. PROPERTY MANAGEMENT:
1. Property Management Update: Mr. Perry provided an update on matters related to beach
management, beach clean-up and controlling unauthorized dumping on Land Bank properties.
2. Bartlett Road Bikepath Design Request: The Commission denied a request from the
Nantucket Planning Board to contribute $36,727 towards additional design work for the proposed
bike path along Bartlett Road.
3. Carter Property - Bulkhead Permitting Update: The Director reported that the Land Bank's
application currently before the Conservation Commission for a bulkhead at the Carter property has
been amended to shift the bulkhead back from the water creating a larger beach area and a smaller
beach nourishment area. The draft Order of Conditions is scheduled to go before the Conservation
Commission at its meeting on July 12, 2006.
4. Gardner Property - Invasive Plants Discussion: Mr. Perry reported a high incidence of
invasive spotted knapweed along the roadside and parking area at the Gardner property.
G. EXECUTIVE SESSION: Upon a motion made and duly seconded, it was VOTED to go into
Executive Session. Each member was polled individually. All members voted yes. The Chairman
noted that the Commission would reconvene into regular session and that the purpose of going into
executive session was to discuss matters related to approval of the minutes and land acquisition.
ADJOURNMENT: Upon a motion made and duly seconded, it was VOTED to adjourn at 6:46 P.M.
