Call to Order 6: 10 pm 2. Establishment of Quorum Diane Coombs, Paul Kelly, Aaron Marcavitch, Susan Handy Alix St. Clair in audience 3. Elections of Officers Following a brief discussion regarding the need to elect officers based on the Board of Selectmen's requirements, brought to Mr. Marcavitch's attention by Mr. Voigt outside the meeting, Ms. Coombs made a motion to elect Mr. Marcavitch the chairman for the following year and was passed unanimously (Ms. Handy second). Ms. Handy then made a motion to elect Ms. Coombs vice-chair and secretary and was passed unanimously (Mr. Kelly second). 4. Establishment of Rules and Regulations (See Attached) A discussion regarding the establishment of rules and regulations for the operation of the Historical Commission was held. Mr. Marcavitch presented a draft of Rules and Regulations based on those provided by the Massachusetts Historical Commission. Discussions regarding the purpose of the Commission were made and various spelling corrections were made. Ms. Coombs made a motion to adopt pending the changes made at the meeting and was passed unanimously (Ms. Handy second). 5. Establishment of Mission This issue was tabled. 6. CPC Application for $50,000 Mr. Marcavitch reported that he had submitted a request to the Community Preservation Committee for the sum of $50,000 to fund the initial stages of the survey of historic sites. This process will be a multi-stage process, but this submission starts the process. Mr. Marcavitch recognized that he had made this request without the board's vote, but felt it was necessary to capture the small window of time. The board expressed support for the project. 7. Development of goals for the upcoming year Discussion was made regarding the duties and responsibilities of the Historical TIME: CLERK: Department of Public Works for more information. Ms. Handy made a motion that the Historical Commission asks the owners of200 Cliff Road (next to the Founders Cemetery) if members could be on site during the excavation (Mr. Handy second) The vote was unanimous. l5.Next Meeting According to the Rules and Regulations the next meeting will be held on the third Monday ofthe month, or October 24th, at 6 pm at the Town Annex building. l6.Adjoum 7:30 pm , Commission as specified by the Massachusetts General Laws. Other goals for the year were discussed, such as the CPC funding request and the Master Plan participation. A formal vote on the issue of goals was tabled until next meeting to ensure Mr. Voigt's participation. 8. Master Plan Process Mr. Marcavitch discussed the request by Planning Director Andrew Vorce. He detailed some of the needs the Planning Board has for the Historical Commission and how we can help with the writing of Section 5, Cultural Resources for the Master Plan. Specifically concerns of the Planning Board were defining "cultural resource" and other terms. Mr. Marcavitch stated that the next meeting for the planning board on this issue is October 2ih. Discussion was made about assigning different sections or how to most effectively share the duties of writing this section. Ms. Handy made a motion that the draft be emailed to each member and all members review and provide comments and questions to Mr. Marcavitch for the October meeting by October 19 (Mr. Kelly second). The vote was unanimous. 9. Preservation plan Mr. Marcavitch discussed the idea of a preservation and felt that the plan would grow out of the Master Plan process and that the Commission should continue to review possible similar projects. Suggestions were the Amherst, MA plan and the Mesa, AZ plan. 1 O.Survey of Historic Properties Mr. Marcavitch again discussed the survey and how the Community Preservation Committee funding request would be the initial stage of this process. He also indicated the willingness of several members of the community to work on this project next summer. II.Letters to boards and agencies This issue was tabled to ensure Mr. Voigt's participation. 1 2. Coordination with other agencies Mr. Marcavitch discussed his meeting with the Preservation Alliance. They currently support Preservation Week in May, although they are changing to a Preservation Month format. Mr. Marcavitch stated that he would act as a conduit between the two groups and use the Preservation Alliance as a method for coordinating non-official agencies, as per the Massachusetts General Laws. 13.Archaeology Month A discussion regarding Massachusetts Archaeology Month (October) was held. Mr. Marcavitch said that he would contact the paper to provide some awareness. Suggestions for a school lecture or other program were made. Mr. Kelly suggested that Mary Lynne Rainey might be interested in returning. Ms. Coombs suggested holding such a program in the Great Hall at the Atheneum. Mr. Marcavitch said he would speak with the schools to find out if they were interested. 1 4. Cemetery Project Mr. Marcavitch presented a request by local community members to encourage our participation in the restoration of cemeteries. Mr. Marcavitch stated that other communities have cemetery committees, sometimes under the banner of the Historical Commission. Ms. Coombs suggested contacting Diane Holdgate at the "
