Land Bank Conference Room
2 November 2006
4:00 pm
Members Present: Maureen Beck, Chair, Edie Ray, John Johnson; Beach Manager Jeff
Carlson; Guest: Torn Quigley
Mrs. Beck declared a quorum and convened the meeting at 4:10 pm when Mr. Johnson
arrived. Minutes of the 26 October meeting will be approved when Mr. Leddy is next
present. As requested, Mrs. Beck has asked Chief Pittman for a count of beach driving
permits sold during the year and a count of the tickets issued for violations by the ATV
offieers. She also requested an accounting of the 2005-6 budget and of the 2006-7 budget
to date from Finance Director Connie Voges. Members expressed interest in the number
of permits sold to rental cars and wondered if that fee should be examined
The DPW once again has been notified of the dangerous condition ofthe steps at
Fisherman's Beach.
Mr. Carlson reported that there is very little driving on the beaehes right now and that
recent storms have seriously eroded the beaches. He does not feel that it is neeessary to
close these beaches but would rather leave that decision to the common sense of the
drivers. Mr. Quigley and members did cite instances of private ATV's driving fast on
beaches at Madequecham and Torn Nevers. Mr. Johnson observed that the strong winds
may have taken away beaches but have also restored mueh ofthe dune line back of the
beaches along the south shore.
Mr. Carlson presented a choice of photographs of beaches for the new edition of the
beach-driving map. He will crop the one the members favored for the printer, whom
Mrs. Beck will contact as soon as possible.
The Committee agreed to move ahead to a final draft of a recommendation to the BOS
against commercial uses on easements given to the Town by owners of private beaeh
property. Those present agreed as long as the draft stipulated that this recommendation
followed the goals of the One Big Beach Initiative and, if approved by the BOS, is
entered as an amendment to the Beach Management Plan. The recommendation is due on
November 14. g
