Mrs. Beck convened the meeting at 4:10 pm. The members approved the Minutes of31
May 2007 unanimously.
The Beach Manager's Report:
Cape Air will print the Beach Driving Map in its magazine, always located in the
pockets on the back of its plane seats. The map is also located on the BMAC page of the
Town website.
There are two plovers' nests with eight eggs at the Jetties near Charles Street.
Usually the loss of one egg is expected. The Jetties Concessionaire, Marshall Thompson,
has posted an information sheet about the plovers at his restaurant. The bird monitors are
on duty until 8 pm every night.
The dog issues continue to crop up, especially in protests against the Park
& Recreation Commission. The BMAC members suggest that BMAC hold a public
hearing at one of its August meetings for public comment so that protesters can be aware
of what is in the By-Law regarding dogs on beaches and the problems dogs create there.
The leash is a requirement ofthe By-Law. Forbidding the presence of the dogs is a
policy decision, not a regulation. Mrs. Beck noted that a public hearing must be posted
for three weeks in the paper before the actual date of the meeting. Mr. Johnson
recommended we advise the BOS before we call the hearing. The members unanimously
voted to pursue a date for the hearing.
Mr. Carlson's attention was called to signs at Miacomet Beach blocking Mr. Powers from
cleaning parts of the beach.
A brief discussion followed in reference to the meeting on July 18 of the 'Sconset Beach
Project. Since new Commissioners have been appointed to the Conservation
Commission, the presentations may have to begin all over again. The validity of the
present permit for the Project was also raised in regard to the failure of the work in this
phase of the Project. Debris from the construction elements still litters the beaches all
around the island.
Mrs. Beck asked for a listing ofBMAC accomplishments over the past year for the
Annual Report. Mr. Dickson believes that the letter to the Town Manager proposing a
discussion with her of the needs and the costs of beach management is an important step.
Mrs. Beck read out the dozen and more agencies involved in attending to the beaches.
BMAC's hope is that the costs of maintenance not be duplicated by the agencies and that
they come together to understand what function each performs. Mr. Johnson wished to
include the BMAC recommendations to the BOS that there be no commercial use on
pond beaches or on easements of private beaches given to the Town. He also would like
to indicate that BMAC's meetings are open and welcoming to guests and questions on
Thursdays at 4:00 p.m.
The next meeting will be 14 June at the usual time and place.
