Present were: Barry Rector, Chair, Pat Butler, Vice Chair, Ginger Andrews, Ken Beaugrand, Rich Brannigan, Neville Richen, Frank Spriggs, and Alice McWade, Administrative Assistant. A quorum was established and the meeting was called to order at 2:45 PM. The agenda was approved. PUBliC COMMENT No public comments were raised at this time. Approval of Minutes Upon a motion made by Mr. Spriggs, seconded by Mr. Beaugrand, it was unanimously VOTED (7-0) "to approve the minutes of October 15, 2002 and November 5,2002, as written. ?? Nantucket Historical Association A letter was received from the Nantucket Historical Association, a copy of which is attached hereto and incorporated herein, requesting that the Nantucket Historical Association - Quaker Meeting House application be removed from consideration by the CPC for FY04 CPA funding. Discussion of Applications HISTORIC PRESERV A nON Maria Mitchell Association Restoration of Decorative Grain Painting at the Mitchell House Upon a motion made by Mr. Brannigan, seconded by Mr. Beaugrand, it was unanimously VOTED (7-0) "To recommend allocation of$62,150 ofFY 04 CPA funds for this project." By this vote the CPC recommended only $5,000 of the $12,250 cited for "Administrative Funds"_ 1 The Museum of Afro-American History Historic Research Program for Teacher & Student Development in the Nantucket Public Schools After a lengthy discussion r~garding Historic Preservation and the relation of education in enhancing the value of hist~ry, upon a motion made by Mr. Beaugrand, seconded by Mr. Richen, it was VOTED (5-1-1, Mr. Brannigan dissenting, Mr. Spriggs abstaining)" To recommend allocation of $10,000 from the FY04 CPC Administrative Budget for this project, PROVIDED the CPC Administrative Budget is approved in its entirety at the ATM 03." Ginger Andrews left the meeting to attend the Conservation Commission Meeting, Nantucket Atheneum - Nantucket Atheneum Renovations Phase 2 Upon a motion made by Mr. Beaugrand, seconded by Mr. Richen, it was unanimously VOTED (6-0) "To recommend allocation of$176,125 ofFY04 CPA funds for this project. " Pat Butler asked to be excused, and was excused, leaving the room for the discussion of the four Nantucket Preservation Trust's CPC applications. Nantucket Preservation Trust - How to Care for Your Old Nantucket House Upon a motion made by Mr. Beaugrand, seconded by Mr. Brannigan it was VOTED (5- 0)" To recommend allocation of$2,550 from the FY04 CPC Administrative Budget for this project, PROVIDED the CPC Administrative Budget is approved in its entirety at the ATM 03." Nantucket Preservation Trust - How to Restore an Historic Nantucket House Upon a motion made by Mr. Brannigan, seconded by Mr. Beaugrand, it was VOTED (3- I-I, Mr. Rector dissenting, Mr. Richen abstaining), "To recommend allocation of$I,250 ofFY04 CPA funds for this project." Nantucket Preservation Trust - National Building Museum's Early American Architectural School Program Upon a motion made by Mr. Brannigan, seconded by Mr. Beaugrand, it was VOTED (5- 0)" To recommend no allocation ofFY04 CPA funds this project." Nantucket Preservation Trust - 300 Years of Nantucket Architecture Main Street Walking Tour Brochure Upon a motion made by Mr. Beaugrand, seconded by Mr. Brannigan, it was VOTED (5- 0)" To recommend no allocation ofFY04 CPA funds this project." Pat Butler returned to the meeting. 2 South Church Presenration Fund Restoration & Repair of Structural Elements in Historic Church Upon a motion made by Mr. Beaugrand, seconded by Ms. Butler, it was unanimously VOTED (6-0) "To recommend allocation of$41,630 ofFY04 CPA funds for this project. " Two Centre Street Restoration Project, Inc. Upon a motion made by Mr. Beaugrand, seconded by Mr. Brannigan, it was VOTED (5- 0-I, Mr. Richen abstaining) "To recommend allocation of the remaining funds available, thought to be at least $174,887, ofFY04 CPA funds for this project." Community Preservation Committee; Administrative Secretary, Office Supplies, Travel Expenses, Consultant Fees Upon a motion made by Mr. Beaugrand, seconded by Mr. Spriggs, it was unanimously VOTED (6-0) "To recommend allocation of$ 93,211 ofFY04 CPA funds for the Administrative expenses of the CPC." Ken Beaugrand left at 4 :00 pm Meeting Times Neville Richen expressed concern that he was forced to miss several meetings, and be regularly tardy for others, because the times conflicted with his scheduled work hours. It was agreed that Libby Gibson would be consulted regarding this conflict in an attempt to find an amicable solution to the issue before next year's review of CPC applications. OLD BUSINESS No old business was raised for consideration at this time. NEW BUSINESS No new business was raised for consideration at this time. ADJOURNMENT Upon a motion made by Mr. Brannigan, seconded by Mr. Spriggs, it was VOTED to adjourn. The next meeting is scheduled for Tuesday, December 17, 2002 at 3:30 pm at the Land Bank. Wice McWade, Administrative Assistant 3 Nantucket Community Preservation Committee 16 Broad Street Nantucket, MA 02554 November 20,2002 To the Members of the Community Preservation Committee: After serious deliberation, we have decided to respectfully withdraw our current application for CPA funding in FY 2004 dedicated toward preserving the Quaker Meeting House. It was not a decision reached easily, but in light of the large demand for limited resources, all aimed at worthwhile projects, we will feel more comfortable if we postpone our request for funds until we can more adequately address the preservation issues facing this structure in a more complete manner. Hopefully this will somewhat lessen the current demand for funds and make your committee's decisions slightly easier this year. We will continue pursuing Phase I of the Quaker Meeting House restoration project with the CPA monies we have already received, in addition to some of our own funds. By taking a bit more time, it should allow us to return to your committee with a clearer understanding of the exact problems facing this structure and more concrete proposals for how to solve them. We do expect to come back to your committee and apply next year. In the meantime, thank you for your consideration and past support of the Quaker Meeting House project, as well as the important work that the Community Preservation Committee is doing for Nantucket.
