. A meeting of the Community Preservation Committee, CPC, was held on Tuesday, December 17,2002 at 3:30
pm at the Nantucket Land Bank 22 Broad Street, Nantucket, MA.
Present were: Bany Rector, Chair, Pat Butler, Vice Chair, Ginger Andrews, Ken Beaugrand, Rich Brannigan,
pony Miller, Neville Richen, Frank Spriggs, and Alice McWade, Administrative Assistant.
A quorum was established and the meeting was called to order at 3 :35 PM. The agenda was approved.
PUBLIC COMMENT
No comments were raised at this time.
Request for Funds
Nantucket Housing Office
pony Miller, Project Manager for the Nantucket Housing Office, NHO, presented an invoice from the
Nantucket Housing Office to the CPC together with "the Project Status Report requesting disbursement of
$91,925 from the $122,800 approved for allocation from FY03 CPA funds. Substantiating invoices for a portion
of the amount requested were also presented. No one from the Nantucket Housing Office was present to
discuss this request. pony explained that the amount of the request is more than the total amount of the
substantiating invoices. The additional funds requested are intended to cover operating expenses of the NHO to
March 2003. .
The FY03 CPC application for the NHO, as approved at ATM02, included a budget. To date no revised budget
has been received. In a letter, dated November 18, 2002, from Robert Nausbaum, Executive Director of the
NHO to Barry Rector, Chair of Ute CPC reference is made to the CPC's request for a revised budget as well as
the CPC's request for a list of goals and objectives for the NHO - Year One, erroneously stated as being
received by the CPC.
It was noted that the Nantucket Housing Oft'ice, (NHO), commenced operations three months after the fiscal
year began, Oct. 1, 2002, vs. July 1, 2002, and that the budget presented, with the approved application, was for
12 mos. 7/1/02 - 6/30/02. It was stated that if the NHO did not require all the monies requested the excess will
be returned to the CPCfor future allocation.
Upon a motion made by Mr. Brannigan, seconded by Mr. Spriggs, it was unanimously VOTED, (8-0)," To
authorize the Chair to sign the Project Status Report authorizing disbursement of funds for the current invoiced
bills. The NHO is to submit a revised budget to the CPC as well as submit a revised invoice, with appropriate
substantiating invoices~ for the additional funds requested."

Nantucket Historical Association, NHA
In the absence of Norman Cbaleki, Project Manager for NHA, Alice McWade stated that a request for payment
had been received from the NHA. Ms. McWaae stated that, to her knowledge, this is ihe third request the NHA
has made to the CPC for disbursement of a portion of the funds recommended by the CPC for allocation in
FY03. Previous invoices submitted for payment reflected dates prior to the ATM endorsement of the CPC's
recommendations as well as retlectingcharges incurred incOljuncti<>:n with the Nantucket Whaling Museum.
These invoices do not reflect such discrepancies.
Inquiry was made regarding whether the appropriate Historic Preservation Deed restriction has been received.
To date no verification has been received by the CPC Office regarding any restrictions. No representatives from
the NHA were present. Norman Chaleki, Project Manager, was also absent
After a brief discussion, upon a motion made by Mr. Richen, seconded by Ms. Butler, it was unanimously
VOTED (8-0) "To table this request until the next CPC meeting scheduled for January 21,2003."
OLD BUSINESS
Status of CPC Warrant Article
A copy of the CPC Warrant Article, filed with the Town Oerk on November 29, 2002, was circulated. Because
the Article was presented as a Citizen's Article, Barry Rector, being the first individual to sign the article, is
listed as the initiator. Barry stated that he intends to consult the Town Clerk to see if the article can reflect its
presentation by the Community Preservation Committee, CPC.
NEW BUSINESS
Letters to FY04 Applicants
The letters informing the applicants being recommended by the CPC for funding in FY04 have been drafted and
will be mailed to the entities this week. The letters informing applicants t~t the CPC is not recommending
FY04 funding are more intricate and are not yet complete.
Assignment of CPC Members to FY04 Projects
A brief discussion ensued regarding assigning Project Managers to oversee the applications recommended for
the funding in FY04. It was agreed that this matter would be tabled for one month.
Warrant Article submitted by Community Housing Bank
The Community Housing Bank submitted an article for the Town Warrant. The first four individuals to sign the
petition were Leedara Zola, Robert Nussbaum, Christine B. Silverstein and Renee Ceely. Concern that the CPC
is mentioned in the proposed article was expressed. Concern was also expressed that the specific reference to
the CPC as a consultant could be interpreted support for the article. The Committee was not consulted as a
group regarding their inclusion in the article.
ADJOURNMENT
Upon a motion duly made by Mr. Spriggs, seconded by Mr. Beaugrand, it was VOTED to adjourn. The next
meeting is scheduled for Tuesday, January 21, 2003 at 3:30 pm at the Land Bank. The meeting adjourned at
5:00 pm.
