HomeMy WebLinkAbout2003-10-21 ~ r ( ( NANTUCKET COMMUNITY PRESER V A TION COMMITTEE MEETING MINUTES, OCTOBER 21, 2003 The Nantucket Community Preservation Committee met on Tuesday, October 21,2003 at 3:15PM at the Nantucket Land Bank Meeting Room, 22 Broad Street. Present were Ginger Andrews, Vice-chair Ken Beaugrand, Frank Spriggs, Rich Brannigan, Barry Rector, Polly Miller, Alan Brown, Neville Richen and Chair Patricia Butler, who acted as recording secretary. I. There was a call to order and establishment of a quorum. II. A motion was made to approve the agenda, so moved. III. A motion was made to approve the minutes of September 16,2003, with the following corrections: Ms. Andrews was not present at the September 16 meeting; Mr. Rector arrived late for the September 16 meeting and thus did not request the Nantucket Housing Office to submit all deed restrictions, so moved, with noted corrections. IV. Public Comment V. The following requests for funds were approved: · Nantucket Housing Office, September expenses $25, 426.32 (Ken Beaugrand abstained) 1[1 Nantucket Housing Office, house relocation $20, 645 (Ken Beaugrand abstained) · Sherburne Commons $ (Frank Spriggs abstained) · Parks & Recreation Department, Winter Park $10,000 VI. New Business Mr. Rector reported on the October 18 Community Preservation Alliance Conference in New Bedford and the September 25 CPC and Affordable Housing Conference in Boston. Mr. Rector said there was interest in Nantucket's CPC policies and procedures, including deed restrictions for affordable housing, and that the Martha's Vineyard CPC would like to meet with the Nantucket CPC. 1 I /" VII. Old Business American Youth Hostels, Eastern New England Council, provided Form 990 to the CPC. Rich Brannigan provided a progress report for the Personnel Committee on the search for an assistant to the CPC. Rich Brannigan and Barry Rector will meet with Finance Director Connie V oges, and invite her to meet with the CPC at the regular monthly meeting on November 18, 2003. They will also ask Debby Dilworth to provide the CPC with an estimate of Funding Year 2005 assessment figures. VIII. The review of Funding Year 2005 CPC applications began with correspondence from Jean Dickinson, President of the 'Sconset Trust, withdrawing the 'Sconset Trust's application for $500,000. FY 2005 APPLICATION REVIEWS Habitat for Humanity ( Steve Anderson, Ken Giles, Georgia Ann Snell and Peter Hoey presented Habitat for Humanity's FY 05 application for $50,000. After thanking the CPC for its support and providing a photograph of the three bedroom structure on Norquarta Drive which is expected to be ready for occupancy by Thanksgiving, there was a discussion about the range of private and public contriqutions to the project and Habitat's business plan to build eight homes for the next five years. Following his question about the holder of the mortgage (Habitat holds the mortgage) Rich Brannigan congratulated the representatives for the successful project. Barry Rector requested that Form 990 be provided, for the CPC file. Interfaith Council !i, Georgia Ann Snell, Michelle Kalman and Mary Ann Worth presented the Interfaith Council's FY 05 application for $100,000 to establish a permanent Housing Advocate and Rental Assistance Program. Ms. Kalman explained the Town's Council of Human Services had previously funded the half-time position of Housing Advocate, but is no longer able to provide funding. The nearest source for housing for the homeless and rental assistance needs is agencies on the Cape. Ms. Snell explained that for years the island's churches addressed housing needs, and following that, since the Housing 2 I ,,' Assistant's role was established there are more calls for assistance, and that the housing advocate program needs to be formally established in order to provide the structure required to apply for state and other funding. The current proposal would be administered by the Interfaith Council, responding to a question by Frank Spriggs. Office space (Ms. Kalman now works out of her car and home) would ideally be included in the new Human Services Center. Barry Rector asked about sustainability and there was additional discussion about the rental assistance program's budget and administration. The CPC requested a draft of the rental program concept. Barry Rector requested a copy of the Interfaith Council's most recent Form 990. Sherburne Commons Joe McLaughlin, Joan Craig and Patrick Paradis presented Sherburne Commons FY 05 CPC application for $125,000. A scale model of the proposed project was placed on the table. Joe McLaughlin reviewed recent meetings and responses from prospective future residents of Sherburne Commons. Based on the imminent issuance of a sewer permit, ground is expected to be broken in next spring, and construction will continue until all is completed. The $125,000 CPC request will continue the efforts to provide 13 covenanted affordable housing units in the project. Responding to a question Frank Spriggs asked about employee housing on-site, there would be staff, but not administrative housing at Sherburne Commons. Barry Rector requested a copy of the most recent Form 990 or a certified audit for the CPC file. The CPC review meeting concluded at 5:15pm, to be continued on: WEDNESDAY, OCTOBER 22,2003 at 3:15PM at the Nantucket Land Bank Meeting Room, 22 Broad Street. A quorum was established. !( The agenda was approved. 3 The Personnel Committee reported that the position of CPC assistant . ,) was offered and accepted by Stephanie Henke, who will begin work on November 4, 2003 at the 3: 15PM CPC application review meeting. The CPC accepted the recommendation of the Personnel Committee. Pat Butler will meet with Stephanie Henke on Friday, October 24 at 11 :OOAM at the CPC office to provide an introduction to the town employees who will assist her in town policies ana procedures. Barry Rector provided each committee member with a three-year grid analysis of the CPC's allocations, grants and current requests. The committee expressed their appreciation for his helpful initiative. The committee discussed and decided by unanimous vote to ask Ms. Henke to create an informational brochure project about the CPC that could be distributed at Town Meeting. Printing and distribution costs must be kept to a minimum. A future CPC website was also discussed. CPC Application Reviews began at 3 :45PM. f'.: Nantucket Preservation Alliance ( Aaron Markovitch, Historic District Commission Assistant Administrator, presented the Nantucket Preservation Alliance application FY 05 request for $5,000. The funding would cover production costs for a pilot video about "Preservation Fundamentals - Principles and Practices on Nantucket". Grant Sanders and Geno Geng from Nantucket Channel 17 are interested in the proposal, which grew out of a successful series of Nantucket Community School classes sponsored by the Nantucket Preservation Alliance in the Winter and Summer of2003. The Nantucket Preservation Alliance includes 17 historic preservation-related organizations which provide a $1000 scholarship to graduates of Nantucket High School interested in the preservation arts. After discussion about the NPA's financial base and the video production schedule, Barry Rector asked to see something more defined about the project. Aaron Markovitch agreed to provide the CPC with a video concept by the second week in November. Responding to a request by Barry Rector to provide the CPC with either Form 990 or the last certified audit of the NPA, Mr. Markovitch replied that the NPA has recently received a temporary federal tax ID number for 501(c) (1) not-for-profit status, pending final approval by the IRS. 4 t ",,' Two Centre Street Restoration Proiect Inc. Emily Avery, President of the Two Centre Street Restoration Project, Inc, presented the organization's application for FY05 for $500,000. Lucretia V oigt, Tara Grunwald, Susie Jarrell and Barbara DeZalduondo also attended. Ms. Avery explained that the application was based on receiving a Master Plan from the historic preservation architect-consultant who was still in the process of preparing the report. Rich Brannigan asked for a review of the CPC funds granted in FY03 and FY04. Ms. Avery replied that in FY03 $120,000 was used to restore the windows and to shingle the north, west and south sides of the building. The project was completed on time, and she reported that there have been no cost overruns. In FY04 the project received $182,000 from the CPC, $45,000 to hire the Preservation Consultant, Jeff Baker and Associates, to create a Master Plan for the interior of the Church, focusing on historic elements. The balance, $137,000 was requested for installation of fire suppression infrastructure. Until the Baker Master Plan is completed, expected to be in December 2003, decisions concerning the next phase of the interior restoration project are on hold. roo, Alan Brown asked if there was support from the congregation. Ms. Avery explained that the fundamental source of fundraising was the non-profit, Two Centre Street Restoration Project, Inc., which included board members from the church and Methodist Conference officials. Responding to Ken Beaugrand's comment about the high amount of funding requested this year, Ms. Avery said that the total cost of the interior restoration was estimated to be $1;500,000. Polly Miller asked about donations, which Ms. Avery explained were sought through fundraising, but that most of the money raised came from grants. Ms. Miller asked about continued community access if the interior was restored and whether the building was safe and usable. ( Ms. Avery noted that is safe, but that it does not meet standards for handicapped accessibility. Certain areas - the choir loft (now used as a performance center) and the balconies (unusable) need major retrofitting. The building does have a preservation restriction which protects historic elements and fabric. Some concerns have been expressed by church members about the extent of the interior restoration. If restored, the main sanctuary has the potential to bring more attention and use. Barry Rector concurred that the completion of the consultant's Master Plan will direct 5 decisions about the next phase of the project. Ms. Avery said that concept proposals and findings will have to be considered by the Board. Regarding the outcome from Hillary Clinton's visit to the Church several years ago, Ms Avery said that $50,000 in pledges from individuals was received following the First Lady's visit. Barry Rector requested Ms Avery to provide the CPC with one copy of Form 990 or the last certified audit. The Nantucket Atheneum Lou Ungarelli, Director of the Nantucket Atheneum, Jim Kielawa, Project Manager, Patrick Paradis, Atheneum Building and Grounds Committee and Alan Lafrance, Atheneum Board of Trustees, presented The Atheneum's FY05 application for $122,000. Patricia Butler abstained from the discussion, but was permitted by the committee to continue taking minutes. i Barry Rector asked why no letters of support were included in the application. Alan La France said that the previously solicited letters of support for CPC funding applications were thought to meet the requirements. Ken Beaugrand asked how the project came in. Alan said that in FY03 (west elevation) all the CPC funds were used and that additional funds were used raised for associated HV AC work. In FY04 the second phase (south and east elevations) was completed with some delay due to weather. FY05 will complete the third and final phase (north, Oak Street elevation) of the exterior restoration project. In addition, the third phase will include the restoration of the front steps and the 19th century iron arch at the sidewalk e~ltry. Alan Brown expressed concern about how long the exterior restoration would last. ( Barry Rector asked for clarification about the $13,000 associated administrative costs listed in the application, including $5,000 for a preservation restriction held by the Nantucket Preservation Trust. Mr. Ungarelli explained that the 6.50/0 of the costs for the Project Manager were considered an in-house expense, but that the remainder were included in the CPC application, and that the $5,000 was a one-time fee to the Nantucket Preservation Trust to establish a permanent preservation 6 restriction for the exterior of the Atheneum. Barry asked Mr. Ungarelli to provide one copy of Form 990 or the most recent certified audit to the CPC. I Alan Brown asked if there were other sources of funding for the preservation of the Atheneum. Mr. Ungarelli said he hoped that the Town of Nantucket would provide 50% library funding, as do other Commonwealth towns. Rich Brannigan asked if the project could be scaled back if full funding was not provided. Alan LaFrance said there were no other direct sources like the CPC for the 1847 building. Ken Beaugrand asked whether, if partially funded, the project would go forward. Mr. Ungarelli said that the Atheneum would gladly accept any amount awarded, but that he hoped to get full funding because the project would complete the restoration of the exterior.
