Nantucket Community Preservation Committee
Meeting Minutes, October 8, 2003
The Nantucket Community Preservation Committee met on Wednesday, October 8,
2003, at 3:00 PM at the Nantucket Land Bank Meeting Room, 22 Broad Street pursuant
to published notice. Present were Ginger Andrews, Vice Chair Ken Beaugrand, Rich
Brannigan, Alan Brown, Polly Miller, Barry Rector, and Neville Richen. In the absence
of the Chair, Pat Butler, Ken Beaugrand acted as Chair and as recording Secretary.
I There was a call to order and establishment of a quorum.
II The committee heard a presentation from Deborah Ruhe, representing
Hostelling International-USA, American Youth Hostels, and the Star of the Sea,
Nantucket's Youth Hostel. Ms Ruhe pointed out the importance of the Youth hostel as a
point of access for people who otherwise would not be able to afford to visit and stay on
Nantucket. Approximately 40% of their guests are youth groups and at the start of the
season they also provide an interim housing facility for temporary summer workers as
they find their summer lodgings.
Ms Ruhe pcinted out that this was the oldest life saving institution in the US
still on its original foundation. The request is for $116,150 to restore portions of the
building that urgently require it.
The Committee pointed out the need to ensure that the project would comply
with the Department of Interior restoration guidelines, the HDC issues and the deed
restrictions to ensure historic preservation. Ms. Ruhe indicated that none of these issues
would .create a problem. She also agreed to provide recent financials for the organization.
In response to the question of whether this was an all or nothing request, Ms'
Ruhe indicated no. That they would prioritize the restoration activities based on the funds
made available to them.
III Susan Balister and Clarence "Prenchie" Doucette next appeared on behalf of
the Boys and Girls Club of Nantucket. The request is for funding of $160,000 in order to
rehabilitate a structure currently owned by the Boys and Girls Club and to add a two
bedroom apartment to the structure which would then be used as affordable housing for
full time year round employees of the Boys and Girls Club.
The presenters indicated that they would work with the Nantucket Housing
Office in setting the rents for the units so that the rent for the units would be within the
guidelines to qualify as affordable housing so that it could be counted towards the new
40B Guidelines re the creation of rental units for the community.

The Committee asked if this was an all or nothing request. The presenters
replied no. That they would take whatever funding was available and would then take out
a loan in order to complete the project.
II. There being no further business, the meeting terminated at 5:00 PM.
