MINUTES - TUESDAY- JANUARY 21, 2003
A meeting of the Community Preservation Committee, CPC, was held on Tuesday, January 21,2003 at 3:30
pm at the Nantucket Land Bank 22 Broad Street, Nantucket, MA.
Present were: Barry Rector, Chair, Pat Butler, Vice Chair, Ginger Andrews, Ken Beaugrand, Rich Brannigan,
Norman Chaleki, Polly Miller, Neville Richen, Frank Spriggs, and Alice McWade, Administrative Assistant.
Also present were Robert Nussbaum and Leedara Zola, representing the Nantucket Housing Office.
A quorum was established and the meeting was called to order at 3:44 PM. Upon a motion made by Ken
Beaugrand, seconded by Neville Richen, the agenda was unanimously approved.
APPROVAL OF MINUTES
Ginger Andrews requested that the Minutes be amended to include the name of members making motions as
well as names of members who cast dissenting votes. After discussion, upon amotion made by Ms. Andrews,
seconded by Mr. Richen, it was unanimously voted: "To amend the Minutes of November 12, 2002, November
19,2002 and November 20,2002 by adding the names of members making and seconding motions and the
names of members casting dissenting votes."
PUBLIC COMMENT
No comments were rais~d at this time.
Nantucket Housing Office - Presentation of Housing Covenant and.Current Overviews
Present, represen~g the Nantucket Housing Office (NHO), were Robert Nussbaum, Executive Director, NHO,
and Leedara Zola, Associate Director, NHO. Mr. Nussbaum distributed a sheet dated January 21, 2003, on
NHO stationary, entitled Housing Office Monthly Highlights; a copy is attached to the file copy of these
Minutes.

Mr. Nussbaum highlighted and explained the information contained in his handout. The NHO is hosting a
Public Forum this evening at 7:00 pm at the Nantucket High School to discuss the Second Dwelling Program.
All members wer~ invited and encouraged to attend. Channel 22 will tape the forum for viewing on Friday.
In response to an inquiry regarding whether the NHO is intended as the central point for affordable housing
projects or would the NHO run parallel to them, e.g. School, Hospital, Mr. Nussbaum stated that the NHO was
not envisioned as the "be it and end all" for housing. The NHO intends to work together with the other agencies
so there will not be a duplication of efforts. An example of coordinated efforts is the role the NHO might
undertake regarding the School Housing Project. The NHO may assume a managerial role for that project.
'Leedara Zola stated that the NHO views itself as only one of many constituents that will be in competition for
the funds available for Affordable Housing Projects.

OLD BUSINESS
Schedule for Finance Committee of CPC Recommendations
The Finance Committee will commence review of the Citizen Warrant Articles on February 18,2003. Presently
there is no set date for the Fin Com review of the CPC Article. Ken Beaugrand will be on vacation from
February 13 through March 17.
Assignment ofCPC Members to.FY04 Projects
In anticipation of the Finance Committee review of Citizen Warrant Articles and the Annual Town Meeting it is
time to assign Liaisons from the CPC to work with the applicants. Liaison assignments were made as follows;
Ginger Andrews - Maria Mitchell Association. (Historic Preservation)
Parks &'Recreation Commission - Coffin Park. (Open Space)
Ken Beaugrand - Habitat for Humanity (Affordable Housing)
NHAP - willing to help Polly (Affordable Housing)
Rich Brannigan - Nantucket Hwnan Service Center, Inc. (Affordable Housing)
Two Centre Street Restoration Inc. (Historic Preservation)
Pat Butler - Nantucket Atheneum (Historic Preservation)
South Church Preservation Fund (Historic Preservation)

NEW BUSINESS
The Community Preservation Coalition sent an invitation to a Conference on Saturday March 1, 2003 in
Bedford regarding the CPA. The following members will attend the Conference, Barry Rector, Frank Spriggs,
and Pat Butler. Rich Brannigan, Ken Beaugrand and Neville Richen can't attend. Ginger Andrews, Norman
Chaleki and Polly Miller are considering attendance.
ADJOURNMENT
Upon a motion made by Mr. Chaleki, seconded by Mt. Brannigan it was VOTED to adjourn. The next meeting
is scheduled for Tuesday, February 18,2003 at 3:30 pm at the Land Bank. The meeting adjourned at 5:05 pm.
