HomeMy WebLinkAbout2004-01-20 ~ e (e it CI II rG Community Preservation Committee 14 Easy Street Nantucket, MA 02554 COMMUNITY PRESERVATION COMMITTEE MINUTES - Tuesday- January 20, 2004 A meeting of the Community Preservation Committee, CPC, was held on Tuesday, january 20, 2004, at 3:15 pm at the land Bank Office at 22 Broad Street. Present were: Pat Butler, Chair, Ken Beaugrand, Vice Chair, Frank Spriggs, Rich Brannigan, Virginia Andrews, Polly Miller, Neville Richen and Stephanie Henke, Administrative Assistant. Barry Rector and Linda Williams were absent. Pat Butler, Chair, established a quorum and called the meeting to order at 3: 15 PM. Upon a motion made by Frank and 2nd by Ken it was VOTED to approve the minutes of the Dec. 2, 2003 and December 16, 2003, meetings. There was no Public Comment Request for Funds Nantucket land Council. Upon a motion made by Polly and 2nd by Ginger it was unanimously VOTED, after discussion, to approve the request forfunds in the amount of $139,438.00 to help purchase the conservation restriction protecting 104 acres at Bartlett's Farm. Linda Holland from the Nantucket land Council attended in order to present information about the Request for Funding. Ken Beaugrand asked whether the contingency for funding had been met, namely that the Nantucket land Council had raised the remainder of the funding. Linda Holland indicated that they had the rest of the money and hoped to close on the 4th. She also mentioned that the restriction is on the Selectman's agenda for january 28th, has been approved by the state, and that the Secretary of Environmental Affairs is hoping to come to the island for the event. They are aiming for a public signing on February 4th in the fields if the weather is good. The CPC will definitely be invited to the event. Winter Park. Neville had signed a Request for Funds from the Park and Recreation Commission's Winter Park project. Upon a motion made by Frank, and seconded by Ken, it was unanimously VOTED to approve disbursement of funds in the amount of $10,000 to Victor Brandon Corp. for work done at Winter Park. Atheneum. Ken Beaugrand presented this project, since Pat was abstaining from this vote. Upon a motion made by Frank and seconded by Neville, it was VOTED (with Pat abstaining) to approve disbursement of funds in the amount of $54,703 for this project. Maria Mitchell Association. Ginger submitted a Request for Funds from the Maria Mitchell Association in the amount of $7,500 to pay the conservator. Upon a motion made by Frank and seconded by Ken, it was VOTED (with Pat abstaining) to approve the request for funds. Housing Office. Polly Miller presented the request for funds for the Housing Office for December expenses in the amount of $16,756.66. Ken reported that there were two houses that have had their titles passed under the affordable housing covenant and they expect 6 more to close before the end of this month. Two or three are private transactions, not through a realtor. Ken also mentioned that there has been great cooperation by the banks and the lawyers. He said the lawyers have not had to recreate the wheel as far as the documentation goes, because the money was spent in the beginning to create a successful model. That means there are eight families who were able to buy houses for under $400,000. These houses will always remain affordable housing. The house relocation project has three more houses been donated, that will be moved, fixed up and put into affordable housing. Ken also noted that the Housing Office as of january 1 will be combining all the financial statements, so that all the activities of the Housing Office will be reflected in one statement. Polly noted that they are working towards the 408 with these houses. Upon a motion made by Frank and seconded by Rich it was VOTED, with Ken abstaining, to approve the request for funds. 1 NEW BUSINESS Ginger made the suggestion that the CPC look ahead to when the last Request for Funds will be coming in so that we don't run into the issue of invoices coming in after the end of the year. After much discussion, it was decided that Stephanie will check with Shirley, and get it in writing that as long as the work was done in the FY '04, we could use the money from '04 to pay the invoice. Rich also suggested that Stephanie look into how much money each project still is owed for '04. Stephanie will research that and come up with a list. She will also encourage all recipients to get in their last bills/invoices in time for that last warrant article. OLD BUSINESS CPC Brochures Stephanie mailed a draft of the brochure to all CPC members. A lengthy discussion ensued that covered the following issues: Content/Purpose: . For the ATM . larger variety of pictures/projects represented . Committee members and their affiliations listed . Total money spent listed . All projects funded through '04 listed . The CPC has an obligation to educate the public about its work . Color vs. 81W and glossy vs. plain paper and the perceptions of the public of expense . Maybe add the tag line "Your Tax Dollars at Work" . Perhaps include the town's web address for further info . Basic Theme: "There's a whole slew of worthwhile endeavors that were started and realized as a result of this for baSically few dollars per person. II -Rich Brannigan Mailing/Distribution: . Mail to all taxpayers . Have at the Annual Town Meeting . Mail by the CPC with cover letter rather than in the tax bill . We need 10,000 Stephanie will: . Call the tax assessor and see if we can get an unduplicated mailing list of tax payers! get labels? And find out who they have do their mailings . Get quotes from Poets Corner for one color on glossy and two color on glossy . Get information from the Post Office re: bulk mailing costs and procedures . Remind all fund recipients to get their pictures/testimonials in by the due date . Call Ka~herine Stover about using the Town Seal on the brochure A committee was created in order to keep working on the brochure. The committee will meet in two weeks. Other CPC PR Pat mentioned that the I&M called regarding the skate park. Pat told the reporter that the CPC also recommended funding for Coffin Park and Winter Park, addressing all the ages represented on the island, but that part did not make it into the paper. Pat mentioned that if there is an event of any kind at any of the funded projects, CPC should be invited. [t was also noted that in an article about the Atheneum, the CPC was not mentioned. Stephanie will get a letter to them reminding them that they need to mention CPC funds. There being no further business, upon a motion made by Ken and seconded by Rich, it was unanimously VOTED to continue the meeting on February 3 at 3: 15 at the CPC office in order to continue the discussion about the brochure.
