HomeMy WebLinkAbout2004-11-23 Community Preservation Committee 14 Easy Street Nantucket, MA 02554 . , II DI COMMUNITY PRESERVATION COMMITIEE MINUTES - Tuesday- November 23, 2004 (-.j A meeting of the Community Preservation Committee, CPC, was held on Tuesday, November 23,2004, at 2;00 PM at the Oddfellows Hall at 37 Bartlett Road Present were: Barry Rector, Chair, Rich Brannigan, Polly Miller, Mark Voigt, Ginger Andrews and .s1ephanie Henke, Administrative Secretary. Linda Williams arrived at 2:45. Neville Richen arrived at 3:15. Ken Beaug'rand and Doug Bennett were absent. Barry Rector established a quorum and called the meeting to order at 2:30 PM. ,,) Upon a motion made by Rich and 2nd by Ginger, it was unanimously VOTED to approve the agenda. PUBLIC COMMENT None. FY '06 FUNDING DECISIONS Atheneum. Rich made a motion and Ginger 2nd it, to fund this project to $38,225. There was some discussion as to whether this was really considered preservation work. Mark felt the proposal was weak and that it was something it could find other funds for. Ginger said that the project was very close to maintenance. VOTE: Upon the motion to fund the project to $38,225, 0 were in favor and 5 were opposed. Motion fails. Madaket Life Saving Station (BaS). Rich stated that he had spoken to Mark O'Connor who had indicated that he Was spearheading a community effort to do the work: on this project. Rich Was wondering whether they needed the CPC funding in this case. VOTE: Upon a motion made by Rich and 2nd by Mark, it was unanimously VOTED to fund, at this first round, the Madaket Life Saving Museum to $15,700 for exterior restoration materials (excluding landfill & contingenices). life Saving Museum. Linda made a motion to fully fund this project and Ginger 2nd it. Discussion ensued about whether this was a preservation project. The building is a replica. Some members felt that it could be considered preservation because it was allowing the museum to preserve the items in the museum. VOTE: Upon the motion made by Linda, and 2nd by Ginger, to fully fund this project to $61,248, at this first round, 5 were in favor (Barry, Neville, Linda, Polly, Mark) and 2 opposed (Rich and Ginger). Motion carries. Town Clerk Records Restoration. Linda motioned of fully fund this project and Polly 2nd it. Discussion ensued whether this is a project that could be funded over time, rather than all at once. VOTE: 1 in favor (Linda) 6 opposed (Neville, Ginger, Rich, Barry, Mark, Polly). Motion fails. Linda made a motion and Polly 2nd it to fund the project to $251, 475. VOTE: 1 in favor (Linda) 6 opposed (Neville, Ginger, Rich, Barry, Mark, Polly). Motion fails. Polly motioned to come back to this project after having decided on the remainder of them, Ginger 2nd this motion. VOTE: 2 in favor (Polly and Ginger) 5 opposed (Neville, Rich, Barry, Mark, Linda). Motion fails. epe Minutes, November 23, 2004-Page 1 VOTE: Upon a motion made by Mark and 2nd by Linda, it was VOTED 5 in favor (Mark, Barry, Linda, Rich, Ginger) and 2 opposed (Polly, Neville) to fund this project to $150,000, at this first round of funding. St. Paul's Church. Barry stated that Ken had spoken to him and that Ken was in favor of awarding this project $130,000, which was what he was told would be for the basement. Linda moved, and Rich 2nd to fund this project at $244,985. Mark disclosed that he is a member of the St. Paul's Church, but has no financial interest in the project. Linda stated that she would like to fund all of the accessibility costs. VOTE: Rich moved to move the question, and Mark 2nd it. On this motion it was VOTED 4 in favor (Mark, Neville, Rich, Linda) to 3 (Polly, Ginger, Barry). Motion carries. VOTE: Upon the motion made by Linda and 2nd by Rich to fund this project to $244,985, it was VOTED 1 in favor (Linda) and 6 opposed (Barry, Neville, Polly, Rich, Mark, Ginger). Motion fails. Linda made a motion and Neville 2nd it to fund the project to $130,000 for the LULA and accessibility costs only. Several members felt like the number was arbitrary and if we were going to stipulate what it was for, it should at least be in the amount asked for for that particular item. VOTE: Upon the motion to fund this project, at this first round, to $130,000 toward the vestibule, walkway, LULA elevator, and stairway, (, were in favor (Linda, Polly, Mark, Rich, Barry, Neville) and 1 opposed (Ginger). Motion carries. South Church. Mark motioned, and Neville 2nd, to fully fund this project, at this first round, to $43,667. Barry wondered whether what had been done to the building so far was good workmanship, and would it last. Mark stated that this time they were guaranteeing their work. Linda stated that there is a whole new group of people in charge now and believed the work would be done right and managed correctly. Neville felt like all projects make mistakes-and we shouldn't penalize them for that. VOTE: Upon the motion made by Mark and 2nd by Neville it was VOTED to fully fund this project, at this first round, to $43,667. 2 Centre Street Restoration Project. Polly noted that electrical problems are often the cause of fire, so that should be funded first. Linda wanted to give the project enough to at least finish one major aspect of the project. Much discussion ensued about the priorities of the project and what portions should be funded first. VOTE: Upon a motion made by Linda, and 2nd by Ginger, it was unanimously VOTED to fund this project, at this first round, to $170,000 for Fire suppression, electrical, and lighting. Union Lodge, 30 Main Street. There was a brief discussion about the vagaries of this project, and that they needed to get some documentation as to the historic nature of the building. VOTE: Upon a motion made by Rich and 2nd by Linda, it was unanimously VOTED (with Barry and Ginger abstaining) to fund this project, at this first round, at $0. There being no other business of the committee, upon a motion made by Linda and 2nd by Rich it was unanimously VOTED to adjourn the meeting at 5:10 PM.
