The meeting took place in the conference room of the Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the committee present: Whitey Willauer, Matt Fee, Nat Lowell, Christil'{!j Sitmr~~inABaBfB Leary, Mike Burns, Alan Brown and John Wagley. Call to Order. The meeting was called to order at 1 :09 p.rllh,~itra qvorum present. TOWr; '_,C-.L i \ Approval of Minutes from the October 24.2006 MeetinQ. Christine Silverstein moved approval of the October 24, 2006 meeting minutes; seconded by Mr. Willauer. So voted. Identification of the Problems(s). There was concern over the number of meetings remaining before recommendations need to be made to the Board of Selectmen. The committee had previously discussed and identified problems with parking and congestion. The committee reached consensus on parking recommendations that will require further refinement before being presented to the Board of Selectmen: Behavior needs to change by employers and employees to allow parking opportunities to consumers and customers; parking out of town during "Shuttle Season"; parking downtown is acute April through September and much more acute in July and August; core district is being used for long term parking; code enforcement as it relates to parking to allow a turn over of parking spaces; strict enforcement of parking until 6:00 p.m.; create additional 15 minute and 30 minute parking spaces at the Post Office on Federal Street and other possible locations, the committee felt that current locations with these parking time limits works well; look at design and utilization of the Town Parking Lot; and paid/permit parking at the Town Parking Lot and Silver Street Parking Lot. Consensus could not be reached on the topic of a parking lot. Paid on street parking was discussed but in the past this has not worked. The parking objective: the turn over of parking spaces. A brief discussion took place on the issue of congestion: Nantucket turning lanes at certain locations, i.e. Old South Road and Airport Road, and Easy Street. Satellite parking area for boat passenger pick up. Discussion of Mission Statement. It was agreed that the discussion of the mission statement will take place at the November 7,2006 meeting. Discuss Data. Data was distributed on the number of airplane arrivals and the number of registered vehicles on the island. It was discussed that with the number of vehicles arriving via Steamship Authority and the number of registered vehicles on the island a somewhat realistic number of vehicles on the island could be determined. Other Business. Ms. Silverstein suggested and the committee agreed that the following outline of agenda items will be used for the remaining meetings. At the November 7, 2006 meeting the mission statement will be discussed and a review of previous permitting systems will be done. At the November 14, 2006 meeting a new scenario of permitting plans will be discussed. At the November 21,2006 meeting a discussion will take place on the ramifications and feasibility of the permitting plans. At the November 28, 2006 meeting permitting systems will be refined into recommendations. At the December 5,2006 meeting a general outline of recommendations will be developed. At the December 12, 2006 meeting the recommendations will be finalized. At the December 19, 2006 meeting the recommendations and presentation will be finalized. Adiournment. Ms. Silverstein moved adjournment at 2:35 p.m.; seconded by Mr. Willauer. So voted. Approved: November 7,2006.
