Present: Maureen Beck, Chair, Torn Dickson, Edie Ray, Colin Leddy; Guest: John Johnson The meeting was convened at 4:02 p.rn. The minutes of 15 June were approved. Briefly the Committee guidelines and 3 Woodbine Street's road cut were discussed. Mrs. Beck passed out Building Department opinions on the cut. Beach Manager's report: Mr. Carlson announced that the Wachovia events at Jetties were proceeding smoothly. The Jetties plover is still trying to fledge. A new nest has been laid in front of the snack bar. The eggs will incubate for twenty-five+ days, and then it will be another 25+ days before the chicks can fly, late in August. The Hospital Pops Committee has been notified and may approach Parks & Rec about using Torn Nevers. There are five new bird monitors. The patrols are operating. John Johnson reported ATV patrols urging him off the path he made in the dunes near his house. He was impressed with their vigilance. Mr. Leddy reported on Nobadeer. He is pleased to see recyclable bins as well as trash barrels there. The parking lot is open. One car was seen ticketed for parking on the road, not in the lot. He is concerned about fencing for the grass protection at the bluff Mrs. Beck asked how the beach counts would be done this year - weekends? days during the week? Mr. Carlson will do both. Mr. Dickson urged that he count July 4th particularly. Mrs. Beck is concerned about the public using the dunes back of the beaches for their toilet needs. The gatehouse at Smith's Point is open 8-3 pm. Those on duty are instructed to watch for permits. Dogs not a problem this week. The sign at Eel Point to the beach needs replacing. Mrs. Beck recounted the verbal harassment of the Youth Hostel Manager and a member of the Board of Selectmen and his wife at Surfside by a beachfront resident, who has been truculent for many years about public passage to the beach. The Manager called the police to lead him off the premises and also the Land Bank, whose properties abut the resident's. The Selectman and the Association will keep an eye on the resident's behavior. The proposal ofthe Town Administrator to the BOS regarding rental of beach craft on Town ponds was discussed. Mrs. Ray spoke at the BOS meeting against the proposal, which was deferred to a later date for consideration. Mrs. Beck commented on the way Parks &Rec manages fees for use of park properties. Mr. Carlson believed that the Conservation Commission should be involved if such usage carne within wetlands or beaeh areas. Mrs. Beck will speak to Mrs. Gibson about her reasons for the proposal. The Letter to the Editor in the 22 June issue of the I&M regarding trash on the beaches, especially from Torn Nevers to Madequecharn, was duly noted. Mrs. Beck distributed some guidelines for considering the work ofBMAC for the annual report 2005-2006. She will next supply some text for each section to be addressed and edited. Mr. Leddy wondered if the owner ofthe 40th Pole properties should not be approached again to reconsider his strictures on public beach usage there. Mrs. Ray suggested that the best way to approach him might be through the Land Bank.
