Beach Management Advisory Committee

Members Present: Maureen Beck, Chair, Torn Dickson, Edie Ray, Colin Leddy
The meeting convened at 4:25 pm after an informal examination of the maps of ponds
furnished by the GIS Office.
The minutes of 13 July 2006 were approved.
The Beach Manager's Report:
BOS member Kopko was asked to leave Steps Beach at 10:30 pm by a private
duty officer stationed there. Until the eminent domain taking is confirmed, the owners of
that private property should advise seeurity about using discretion in adopting such
measures against one or two strollers. Mr. Leddy noted that this policy needs to be
applied elsewhere as well. Mr. Carlson agreed that fifteen people and more count as a
violation. He has written to the BOS reminding them of the regulation. Also at the BOS
meeting he and Chief Pittman reviewed the issue, supplying maps and copies of excerpts
from the Beach Management Plan.
Mrs. Beck asked about the number of emergences at the non-guarded beaches.
Mr. Dickson asked if ATV's were responsible for warning bathers about conditions in the
water. Is that part of our purview? Mrs. Ray wondered if we should talk to the Head
Lifeguard about this situation. Mrs. Beck suggested we ask Parks Director Jimmy
Manchester and Head Lifeguard Jeff Allen for August 10.
The plovers are leaving the Jetties. Monitors will now be used for picking up
trash and repairing fences. Mr. Dickson asked about recent jobs done by the Clean Team.
Mr. Carlson says they have volunteered to pick up after the Pops. Mrs. Beck described
the Pops' proposed Plan B for Torn Nevers Park should there be another emergency in
the future, but that association is unhappy about having so many large events taking away
public use ofthe park in the summer. Mrs. Ray offered kudos to Mr. Carlson for handling
the plover problem at Jetties so smoothly.
Regarding the imminent tropical storm, Mrs. Ray asked if signs were posted. Mr.
Carlson replied no, that it was not much of a storm.
The Annual Town Report:
The Committee voted to accept Mrs. Ray's revision in Draft #3 as the text. Mrs.
Beck will submit it in required format for consideration to Mrs. Murray on Monday.
The Party Map is being assembled during the rest of the summer before Mrs. Ray
compiles it in a book for the Police to use next year.
Commercial Use of Ponds:
A meeting welcoming public comment will use individual pond maps for
illustrations on August 3 at BMAC's usual time and place. Both papers will carry
notices.
There will be no meeting on 27 July 2006.
The meeting was adjourned at 5 :00 pm.
