Beach management Advisory Committee
13 July 2006
Land Bank Conference Room
4:00 pm
Members Present: Maureen Beck, Chair, Edie Ray, Colin Leddy; Beach Manager Jeff
Carlson; Guests: Torn Quigley, John Johnson
Corrections were entered in the Minutes of 6 July 06 and then moved for approval by
Mrs. Ray with Mr. Leddy seconding.
Beach Manager's Report:
The newest plover nest at the Jetties and its four eggs have disappeared. The
fencing will probably corne down soon since there are no more nests set. He did not
deem it appropriate to announce the disappearance in the paper; it was now a matter for
Environmental Officer Belanger. He receives frequent calls from someone who does not
give a name but reports more trash than ever is everywhere on the beaches this year.
Mrs. Ray stated that some of that might be flotsam and jetsam caused by the
southwesterly winds.
Mr. Quigley offered a brief diversion regarding the ownership ofFisherrnan's
Beach parking lot; the Town is the present owner, having been given the area by a former
resident, Mr. Lyons.
Mrs. Beck reported that Debby Deeley of Madaket complained of Police ATV
vehicles speeding along Tennessee Avenue eight or nine times a day. Mr. Carlson said
she should call the police. Mrs. Beck said she did.
Mr. Leddy reported ATV officers driving to close to people lying on the beach.
Mrs. Ray asked ifhe notified the police. He did not. Mr. Carlson said they are trained
not to drive too close. Mr. Leddy also reported that they were driving up the slope at
Nobadeer again. Mrs. Ray urged him to call these incidents in to the police as soon as
possible to rectifY the problem.
Mr. Carlson announced that the mid-season meeting of officers and department
heads is coming up. He will bring these reports to them.
The Draft for the Annual Report 2005-2006
Mrs. Ray made suggestions to change some of the phrasing. Mrs. Beck will
incorporate them and circulate a new draft for final approval.
The Party Map
Mrs. Ray reported regarding her findings. Mr. Quigley suggested that Town
maps be used to mark the possible areas. She has asked conservation property owners
and managers for their input and will compile all the data received in binders for official
use and reference.
Mr. Leddy asked to be excused at 4:30 pm.
The Pond Study for Possible Commercial Uses:
Mrs. Beck reported that Assistant Town Clerk Grieder affirmed that the Town
owns the Ponds because the Board of Selectmen is designated as their proprietors. There
is a three-rod easement around them plus special easements and uses at some, like the
Anglers Club's stocking of Maxcy's Pond and summer workers fishing, eeling, and
turtle-catching, especially at Tristram/Long Ponds.
Mrs. Beck produced maps of the ponds supplied by Mr. Porter at the GIS Office.
They designate special environmental, access, and residential aspects of each area. Mrs.
Ray hopes they can be mounted for display at the August 3 meeting when the public may
provide comments.
The meeting was adjourned at 4:40 p.rn.
Respectfully submitted, with Mrs. Ray's notes.
Maureen Beck, Chair
