HomeMy WebLinkAbout2006-08-24 Beach Management Advisory Committee Land Bank Conference Room 24 August 2006 4:00 p.m. Members Present: Maureen Beck, Chair, Torn Dickson, Edie Ray, Colin Leddy, John Johnson; Beach Manager Jeff Carlson; Guest: Torn Quigley The meeting convened at 4: 10 p.m. The Minutes of August 10 revised and August 17 were approved. Mrs. Beck raised the question oftwo big charred logs on the beach to the west of Nobadeer Beach. Both Mr. Leddy and the Beach Manager assured her they had been washed in from the sea and were not used for firewood for a party. Beach Manager's Report: Everything is going well. Monitors finishing up their summer chores before they leave have picked up considerable trash on the beaches, six bags at Low Beach and from Nobadeer to Surfside and Miacomet to Surfside, five bags each, and more at the Creeks, Monomoyand Smith's Point, as well. After September 15 he will use a truck to haul out from Low Beach heavy trash - refrigerators, etc. - that cannot be carried out now. He is documenting anything that washes down from the Sconset Bluff to Low Beach. He is also making an inventory of all beach accesses and the work needed to keep up improvements at each. This will be a post-season review, which will be distributed to all departments for their use or information. Members addressed briefly the continuing argument for and against having trash barrels at some beach locations. The DPW is slow to clean around the trash barrels and does not pick up broken glass in parking areas. Mr. Quigley asked what authority do ATV's have? Must regular officers be called in to handle violations, like drinking or using drugs openly? Mr. Carlson replied that the ATV's cover the areas that are known probletns but will call an officer for further support if necessary. Mr. Leddy and Mr. Johnson agreed that they did not see much drinking on the beach although it was acknowledged by everyone present that it was commonplace. In estimating the numbers of cars currently on the beaches at weekends, Mr. Carlson counted 50-70 average and 116 on a recent busy weekend. This year's count is way down from 2005. The number ofperrnits sold this year is close to last year's; there is no firm count yet, maybe $297,000 this year as compared to $330,000 last year. There will be a few more sold in the next two months as fall fishing groups arrive. Mr. Dickson announced that the Clean-up volunteer groups have been invited to the 31 August meeting to discuss where and how regularly they have been able to pick up trash. He mentioned that in an inspection of Brant Point after the Opera House Cup Race he and Mrs. Beck found very little debris. Once BMAC hears from the volunteers, Mr. Dickson will check with Chief Lucy to see if she has had help keeping that area clear. The members agreed that the Town should be cleaning the beaches, that it is hard to fin<Q steady flow of volunteers. Mr. Frank Powers, paid by Visitors' Services;st)i:Udoes some c. Mrs. Beck introduced the discussion of the draft on ponds for the BOS. Mrs. Ray will call Mrs. Beck with suggestions. Other members offered some changes. Mrs. Beck will bring a final draft to the mixt meeting for approval and submission on 31 August to the BOS. Next meeting: 31 August 2006.
