The meeting was convened at 4:00 p.m. After a discussion ofthe Minutes of August 3
and 10, the members approved those of August 3 and recommended the some changes in
wording in those of August 10 for approval at the next meeting.
Mrs. Ray again expressed hope that the Parks & Recreation Commission keep BMAC
abreast of any changes it makes in the distribution of lifeguards or use of ATV's on
beaches, whether private or public.
The members expressed interest in hearing any update on the progress of the One Big
Beach Project.
The Beach Manager's Report:
The Pops' cleanup was satisfactory. The beaches are pretty quiet. The next event
of interest will be the Opera House Cup Party on Sunday, August 20, at the Jetties.
Mrs. Beck asked Mrs. Ray about the state of the Party Map. They both agreed to have it
completed by the end of September for the Police department.
Discussion of a final draft on the Ponds for the BOS:
Mrs. Ray continues to recommend the inclusion of a moratorium on any
commercial proposals until the BOS sets a policy for all ponds.
The BOS must acknowledge their responsibility as proprietors of the ponds.
It is an island wide issue.
Keep in mind that both officials and guests who spoke at the August 3 meeting
advised that adding a commercial factor was too much for Town agencies to handle under
the present load.
The consensus of the remarks was that no commercial activity should be
undertaken. No one was present August 3 to support the proposal.
When BMAC looked at land available for such a venture, they saw that zoning
issues would negate any possible use.
Chapter 91 would involve the state's permitting restriction for use within 100 feet
of a waterfront in any such proposal, as would Article 27 of the Town Charter and the
Planning Board's authority.
Mr. Leddy read his draft discouraging any further expansion of commercial
activity and his concern that the decision was critical to Nantucket beaches.
Mrs. Beck suggested she combine all these remarks and drafts into a second
draft/recommendation for the 24 August meeting. She suggested adding as appendices
the Minutes of 3 August to illustrate direct comments from all those present and sections
ofthe Moorlands Management Act and Town Charter pertinent to the BMAC repl~
