Minutes, 10 August 2006

Members present: Acting Chair Torn Diekson, Maureen Beck, Edie Ray, Colin Leddy,
John Johnson, Beach Manager Jeff Carlson; Guest: Torn Quigley
No minutes from 3 August were available for approval. They will be presented with
those for 10 August for approval at the 17 August meeting.
A large part of the diseussion was a review of the remarks made by the public at the 3
August meeting for the benefit of Mrs. Beck, who arrived to catch up on BMAC business
during her illness. Mr. Dickson continues for the present as acting Chair.
The Committee resolved from the review that there be a discussion and draft drawn up at
the 17 August meeting to present to the BOS by August 31. Members emphasized the
need for a policy from the BOS for the ponds as an island-wide, rather than a particular
pond, issue. It was further suggested that there be a moratorium on any community
issues dealing with the ponds until the policy is formed and in place. The Committee
agreed wholeheartedly with the remarks of Messrs. Manchester, Allen, Reinhard,
Carlson, and Mrs. Ray about working with present practices and properties and not taking
on any more.
The Beach Manager's Report:
Focusing on Pops Weekend coming up.
The Ozone Surfing Competition at Cisco last weekend operated much more
smoothly this year. All concerns of traffic, clean up, and crowds were addressed with
pre-event meetings.
The Volleyball Tournament at Jetties last weekend left some poles as eyesores
until Mr. Carlson spoke to the arrangers.
Mr. Carlson took care of some restless mid-summer staff issues out at Smith's
Point. There is not a lot of trash at 40th Pole. At Nobadeer there has been a lot of wood
debris, perhaps from people trying to have a beach fire. Mr. Dickson also noted some
problems there. At Low Beach there has been some driving which attempted to cross
over to Torn Nevers. It appeared to be private ATV tracks.
Mr. Johnson mentioned that the two biggest issues people speak to him about in
his capacity as a member ofBMAC are the amounts oftrash left or washed up on
beaches and the failure of owners to keep their dogs on a leash. Mr. Carlson agreed about
the trash and said that some people openly state that they are looking for dog-free
beaches. Perhaps we should ask Chief Pittman about enforcement of the by-law, .
liabilities incurred if disregarded, and any ideas he has for strengthening the regulatih in

Mr. Dickson will contact Mr. Connell of the Clean Team, Mr. Psaradelis ofthe High
School Surfing Club clean-up project, and Selectman Bennett to our meeting on August
6f ~h to discuss clean-up schedules.
Mrs. Ray requested that Mrs. Beck ask the Parks & Recreation Commission for BMAC
to be kept abreast of any discussion between Mr. Manchester and Mr. Allen regarding
changes in lifeguard arrangements and their use of ATV's or trucks or jet skis for rescue
operations.
The meeting was adjourned at 5:00 pm.
