MINUTES OF MEETING NOVEMBER 19, 1991 IN SELECTMEN'S MEETING ROOM
Present: Kevin Dale, Debbie Deeley, Ron Glidden, Chris Lewis,
Roland Picard, Bill Sherman, Wendy Watts.
Absent: Dave Fronzuto, Henry Wasierski.
Kevin Dale opened the meeting at 4:40 p.m. As the sole nominee
for the office of Committee Chairman, he was unanimously elected.
The minutes of the 11/12/91 meeting were approved as distributed,
with the amendment that "beach owners" in the fifth to last line
read instead "beach front property owners".
Chris Lewis presented section maps of the Island prepared by the
NP&EDC staff, showing conservation land shaded and lacking the
Coatue and Hummock Pond sections currently out of stock. In view
of heavy beach damage from the 10/30/91 nor'easter, maps for
public guidance on beach and beach vehicle uses will need regular
updating, and emergency postings at beaches impacted in the
future may be needed, perhaps temporarily barring vehicle
traffic. Preparation and distribution of beach user maps will
require coordination of Planning staff, Park and Rec, Visitors
sErvices, Chamber of Commerce, Marine Department, 4WD rental
agencies, etc.
Committee members undertook on-site beach viewings with
respective section maps as a basis for drafting recommendations
to the public through the Board of Selectmen concerning:
- areas of beach sensitivity after the 10/30 storm
- recommended access points, preferably only one per beach,
especially environmentally critical ones like smith's Point
- suggested parking areas
and asking public cooperation. Hope was expressed that these
could be agreed on and released at our next (12/12) meeting.
Any signage to guide beach users should be as unobtrusive as
practical, e.g., color coded posts where message signs not really
needed.
Beach pedestrians will need guidance to avoid vehicle ways and
vehicle-appropriate beaches. However, on narrow beaches or other
stretches of potential conflict, preference should go to
pedestrian use at least 9 a.m. to 5 p.m. A 9-5 bar to 4WD is
thought appropriate on the following:
- Quidnet beach ('dead' sand)

- Sesachacha Pond perimeter
- Tristram's Landing access, from Sheep Pond Road to the
beach
- Surfs ide beach --- and others to be agreed on later.
Parking isn't adequate at the end of Hummock Pond Road for Cisco
beach use nor for more than 4-5 cars for those walking to smith's
Point. For parking areas out of Town, grading and perhaps
hardener should suffice.
Kevin Dale noted a shift in policy on police response to citizen
complaints concerning beach vehicle trespasses upon private
property. Instead of going forward with a citizen's criminal
complaint, Nantucket police will issue the complaint upon a
citizen's request. The citizen is still expected to appear at the
magistrate's show-cause hearing along with police.
Because Chris Lewis was charged for the NP&EDC section maps,
motion was made, seconded and passed to obtain Town reimbursement
for Chris' $27 out-of-pocket expenditure.
Chairman Dale undertook to post the next Committee meeting
(12/12) and adjourned the present meeting at 5:10 p.m.
