Absent: Dave Fronzuto, Ron Glidden, Henry Wasierski, Wendy Watts. Chairman Kevin Dale opened the meeting at 4:42 p.m. after notifying all in attendance that the committee would meet in the Jury Room to accommodate a SRAB meeting in the Selectmen's meeting room. ~he minutes of the ~2/12/91 meeting were approved as distributed. Debbie Deeley presented a projection of Smith's ~0intslides from the 1950's and 12/91 aerial photos ~f the Island1s beach perimeter to show the extent of beach damage and dune and bank erosion. Specific recommendations will be made to the Selectmen to designate restoration areas as off-limits for 4WD to allow a year of recovery, especially on Smith's Point. Areas could be marked off with inexpensive stakes and flagged strings in the winter and more durable posts or signs in the summer. Chris Lewis exhibited tentative maps of the Island with beaches color coded to show those with 4WD use apropriately limited or unlimited. Jetties might be included in the 9-to-5 limit. Beach parking areas would be show~ in a separate color, also areas requiring a private (NCF) stiok~r. Boundaries between colors would be made more clear, and appropriate access ways shown. Access in the Eel Point area may need further checking. Emphasis is put on education, e.g., by distribution of the map with rules on 4WD use. If, in a subsequent year, enforcement efforts prove necessary, sticker fee collections could support beach patrolling. Assistance of ConCom, NLC and Parks and Rec is hoped. Chris Lewis undertook an upgrade of the map for next meeting. Bill Sherman asked comments on a draft article for the 1992 ATM warrant to bring committee proposals before the public for a vote. sticker fees of $20 ($200 for rental 4WDs to,reflect intensity of use) were thought a fair balance between self- funding the beach use program and need to keep fees low in hard times. Protection for beach and dune restoration areas is needed. Attached is the resulting committee mark-up of the draft article. Chairman Dale set the next Committee meeting for 4:30 p.m. Tuesday 1/14/92 to reach committee agreement on the map, the warrant article and recommendatons to be sent the Selectmen.
