MINUTES OF MEETING JANUARY 28, 1992
Present: Kevin Dale,~bie Deelay; Ron Glidden, Chris Lewis,
Bill Sherman, Henry Wasierski, Wendy Watts.

Guests: Jim Lentowski, Dick Belleview, victoria Gullickson and
Bob McGrath reflecting the concerns of the NCF and Trustees of
Reservations.
Chairman Kevin Dale opened the meeting at 4:40 p.m. after
notifying all in attendance that the committee would meet in the
NPD conference room to avoid conflicting meetings in the
Selectmen's meeting room and in the jury room.
Minutes of the 1/14/92 meeting were left for review and approval
at the next meeting.
Committee guests presented printed materials including the
current map of NCF properties, habitat protection leaflet and
specimen oversand vehicle permit registration (not for slavish
copying). They also reported their experience with vehicle users
and concerns expressed by property owners. They offered to mark
their map to show areas of particular concern as to both beach
use and access ways. with respect to the committee's proposed
map, they expressed a preference that their private properties be
color coded green with other conservation properties to
distinguish from beaches subject to a committee recommendation of
open, limited or no use by vehicles.
Differences of view expressed by committee members ranged from
Wendy Watts' preference that stickers not be required until 1993
- to reports that Miacomet West property owners preferred a total
ban there. Kevin Dale emphasized committee efforts toward public
education with the map reflecting the committee's best efforts at
a workable compromise. Committee consensus appeared to favor the
sticker provisions for 1992 adoption as a way to reach vehicle
owners with the education program and to obtain a degree of
commitment - without pressing for enforcement.
Much concern was expressed that the stickers not be misunderstood
as a permit to trespass upon any valid claims of property owners
but simply for local i.d. and funding the educational program. In
contrast to the proposed annual sticker fee of $20 for owner's
vehicles and $200 for rental vheicles, the Wauwinet gatehouse
permit is $50 for owner's vehicles and $150 + $10/trip for rental
vehicles.
Proposal was made that the draft warrant article bar 2-WD motor
vehicles as it now does 3-WD and unregistered 4-WD vehicles, also
bar vehicular trespass (now barred by state statute) and

violating 9 -5 time limits, that fines be limited to $50 (now
$200), and that the vehicle owner as well as driver violating the
Town's c. 56 bylaw be chargeable. Motion made, seconded and
passed authorizing this amended article as the committee's
recommendation, subject to review of the specific text and with
one negative vote, that of wendy Watts.
Wendy Watts stated that her objection was to the sticker
provisions coming into effect in 1992. As to the map, she would
prefer that each carry an effective date from - and to - , also
with the legend indicating that the beaches are open to vehicles
except as expressly limited. After discussion, motion was made,
seconded and passed that the proposed map carry a legend or
caveat that issuanceof a sticker does not confer the right to
drive on private beaches.
For the next meeting, set for 2/4/92. Wendy Watt~ of=ered to
draft a guide for beach vehicle drivers, Chris Lewis to fine tune
the map, Kevin Dale to redraft the proposed committee report to
the Selectmen, and Bill Sherman to incorporate the voted changes
in the proposed warrant article.
The meeting was adjourned at 6:32 p.m.
