MINUTES OF ~EETING JANUARY 14, 1992
Present: Kevin Dale, Debbie Deeley, Chris Lewis, Roland Picard,
Bill Sherman, Henry Wasierski.
Absent: Dave Fronzuto, Ron Glidden, Wendy Watts.
Chairman Kevin Dale opened the meeting at 4:40 p.m. after
notifying all in attendance that the committee would meet in his
conference room to avoid a conflicting meeting in the Selectmen's
meeting room.
Minutes of the 1/7/92 meeting were approved as distributed.
In reviewing Chris Lewis's most recent map, Henry Wasierski
expressed concern that traditional areas of beach vehicle use be
addressed, for example, off-season (10/1 - 5/31):
- public access at Monomoy, not necessarily with
driving along the beach, for scalloping
- Jetties beach (coded orange)
- Pocomo Point for fall clamming ~~~.
Proposed additions to the map include a year-round ba~to driving
along the shore of Sesachacha Pond, e.g., when water is low, also
color coding for land in conservation north of the Wauwinet gate
house and beaches open off-season.

Motion made, seconded and passed authorizing Chairman Dale to
recommend adoption of the map by the Selectmen, subject to a
well-publicized public hearing. For publication of the map and
determining budget or appropriation to cover costs, Fred Swartz
will be approached as well as the Planning staff.
After discussion, motion was made, seconded and passed to submit
to the Selectmen for the the 1992 Town Neeting warrant the draft
article for amending the beach vehicle bylaw to add stickers and
public education. Henry Wasierski will obtain the sticker
application form used at the Wauwinet gate house to assist design
of one the Police Department could issue to vehicle owners, also
to jeep rental companies. For owners, the $20 Town fee would be
sufficiently less than NCF's $50 fee that public objection is
unlikely. Annual revenues from Town sticker fees might run about
$25,000 to cover education (map with rules), signage, restoration
efforts and, if necessary, beach patrol.
