Mrs. Gibson respo't2led that all departments involved were to look into the requests. .J;:> \0 The Beach Manager reported that he had submitted to the Chief of Police the Beacl;:::; Management Plan citations necessary to support the ticketing for driving or other violations on beaches. The two members and the Beach Manager entered into informal discussion about the extent of the oversight of the Committee. Mr. Leddy addressed two beach concerns. First, the public telephones at both Surfside and Jetties beaches do not work. Mrs. Beck will check with the Parks Department about their condition. Second, trash is evident everywhere on the island, including the beaches; volunteer groups cannot collect enough in their random efforts to improve the situation; DPW staff is too short-handed to monitor the problem. The Committee can only call attention to the problem. Mr. Carlson reiterated that, being Beach Manager, he is not a member of the Committee and should not be included in approvals or formal statements by committee members. The Town Administrator always consults him when the Committee's requests or reports are submitted for consideration. Mr. Leddy requested that future minutes and records of meetings reflect the difference of opinions among the members, that specific motions and votes be indicated rather than simply general approval of certain decisions. Unanimous approvals should be noted only where voted. Mr. Carlson and Mr. Leddy agreed that the agenda of the next meeting should be a full discussion of the procedures of the Committee's meetings and decisions, that it was a good time to look at the Committee's performance and to understand the role of the Beach Manager adjunct to it. A draft of a proposed letter to the Harbormaster submitted by Mrs. Ray at the request of Mrs. Beck was discussed. Mrs. Ray had questioned at earlier meetings the Marine Department's building of a storage shed at Jackson Point. The draft expressed concern that the building would eliminate parking for vehicles of residents on Esther and Tuckernuck Islands. Mr. Carlson pointed out that the building was being built on land exclusively cleared for it, not in the parking area, that parking there was overused last summer by other than island residents, that the public could launch boats at the Public Pier or use a beach driving sticker for other parking at Madaket. Those present decided to table the draft until a full committee discussion could take place. The next meetings scheduled are March 8 and March 22 at the usual time and place.
