Members of the Board present were: Whitey Willauer, Michael Glo,^,acki, B~n Chadwick, Douglas Bennett and Michael Kopko. Chairman Willauer called ~e meeting to order at 7:00 p.m. ::g N Public Comment. Kate Hamilton, Director of Visitor Services invited the pubDc to attend the ribbon cutting ceremony for the opening of the Fairgrounds Road and Old South Road Bike Paths on Thursday, June 22nd at 3:00 p.m. Shuttle Service Announcements. Paula Leary, NRTA Administrator announced that: The Mid-Island Loop is now operating on a 15 minute schedule, the Elementary School Park and Ride lot is available June 24 through Labor Day, September 4th, the Miacomet Loop is now operating on a 20 minute schedule, the Madaket Route is now operating on a 30 minute schedule, leaving both town and Madaket on the hour and half hour, the Sconset via Old South Road Route leaves town at quarter after every hour and Sconset at quarter of every hour, the Sconset via Milestone Road Route leaves town at quarter of every hour and Sconset at quarter after every hour, service to Surfside and Jetties Beaches begins Saturday June 1 ih and will run through Labor Day, September 4th from 10 a.m. to 6:00 p.m., the Sconset via Polpis Road Route begins July 1st and will run through Labor Day, September 4th from 10:00 a.m. to 6:00 p.m., the Airport Route begins July 1 and will run through Labor Day, September 4th from 9:00 a.m. to 6:00 p.m. Riders Guides are available at the NRT A Office, 22 Federal Street, Visitor Services, 25 Federal Street, the Chamber of Commerce, 48 Main Street, on all shuttles and at the downtown shuttle stops. Announcement of "Do the Ride ThinQ - June 19th - 25th. Ms. Leary announced "Do the Ride Thing" is this week, June 19th through the 25th and is Nantucket's alternative transportation week sponsored by the Nantucket Regional Transit Authority, Nantucket Visitor Services, and Nantucket Planning and Economic Development Commission. If you take the shuttle, ride a bike, or walk you can fill out a voucher to win prizes donated by local businesses. The drawing will be held on June 26th at Noon at the Veteran's Monument next to Visitor Services. Approval of Minutes from February 22. 2006 MeetinQ. Mr. Bennett moved approval of the minutes from the February 22, 2006 meeting; seconded by Mr. Chadwick. So Voted. Update of Senate 2315 LeQislation. Ms. Leary stated that Senate 2315 has been favorably reported put by the Joint Committee on Transportation, this legislation will current finance the RT A's and provide $90 million over 5 years to restore and enhance transit services and provide $75 to current finance the RTA's. There was additional language included: an additional $15 million for a Mobility Enhancement Fund, adds the Secretary of Transportation or designee as a non- voting RTA Advisory Board member, adds one non-voting disability representative to the Advisory Board chose by the Advisory Board on a one year rotating basis, Advisory Boards must approve supplemental budgets (already do this), supplemental budgets requiring more state contract assistance must be approved by the Executive Office of Transportation (EOT). The Senate included the language of the bill in the Senate budget. The budgets (one version from the House and one version from the Senate) are currently in Conference Committee of the two branches. The Conference Committee is now considering all items and will be reporting out a final version soon. The bill itself Senate 2315 was sent from the Transportation Committee to the Senate Bonding and Long Term Debt Committee. The budget is expected to be done on or about June 30th then goes to the Governor. Appointment of NRTA Assistant Treasurer. Mr. Bennett moved to appoint Deborah Weiner as the NRT A Assistant Treasurer; seconded by Mr. Glowacki. So voted. Approval of Revenue Anticipation Note. Ms. Leary stated that the bid results of the NRTA's Revenue Anticipation Note in the amount of $1,250,000 were Eastern Bank at and interest rate of 4.50% and Parker Hunter at an interest rate of 4.70%. Ms. Leary recommended the Board approve the NRT A's Revenue Anticipation Note with Eastern Bank at an interest rate of 4.5%. So voted. Approval to Submit Disadvantaged Business Enterprise Program (DBE) to Federal Transit Administration (FT A) for Approval. Ms. Leary informed the Board of the Disadvantaged Enterprise Program stating that until now the NRT A has not been required to develop a DBE program as we had not received more than $250,000 in federal funding, as the NRTA expects to receive over $250,000 through the 5311 federal rural operating assistance program, the development of the DBE program is warranted. The NRTA's DBE Program meets all the requirements as contained in 49 CFR Part 26 "Participation by Disadvantaged Business Enterprises in Department of Transportation Programs. The Department of Transportation's Disadvantaged Business Enterprise program, operated by the Office of Civil Rights is intended to remedy past and current discrimination against disadvantaged business enterprises, ensure a "level playing field" and foster equal opportunity and non-discrimination in DOT- assisted contracts, improve the flexibility and efficiency of the DBE program, and reduce burdens on small businesses. Ms. Leary recommended the Board vote approve the NRT A's Disadvantaged Business Enterprise Program to submit to the Federal Transit Administration and authorize the Chairman and NRT A Administrator to sign the DBE Program on behalf of the Board. Mr. Bennett moved approval of the DBE program to be submitted to FT A and to authorize the Chairman and NRT A Administrator to sign the document on behalf of the Board; seconded by Mr. Chadwick. So voted. Disadvantaged Business Enterprise Program (DBE) Goal and Public Comment Notice through August 6. 2006. Ms. Leary announced that in accordance with 49 CFR 26.45(f)(1) as part of the NRT A's DBE Program, it is required that the annual DBE goal be submitted to the Federal Transit Administration (FTA) for review by August 1st. It is also required that before the annual DBE goal is submitted to FTA a public notice of the proposed goal be advertised and to accept public comment on the goals for 45 days. The NRT A's DBE participation goal is 4%. The public notice was advertised in the June 15th edition of the Inquirer and Mirror, and is posted on the NRT A's website www.shuttlenantucket.com under Jobs/ProcurementlDBEs. The purpose of the notice is to afford the general public and the contracting community an opportunity to comment on the program goal. Comments must be submitted in writing to Paula Leary, NRTA Administrator, 22 Federal Street, no later than August 1, 2006. Appointment of Two Members to NRTA Consumer Advisory Committee. Ms. Leary stated there have been two vacancies on this committee for some time, the vacancies were recently advertised and four people submitted committee interest forms. Ms. Leary recommend Mr. Philip Gallagher and Mrs. Charron Ranney be appointed to the Board. Mr. Bennett asked who was present at the meeting and moved to appoint Mr. Gallagher and Mr. Burnham to the Consumer Advisory Committee; seconded by Mr. Chadwick. So voted. Other Business. Ms. Leary requested the Board to approve an FY06 budget amendment to increase revenues by $128,020 and also to increase expenses by $128,020. The NRTA will receive an additional $128,020 in 5311 funding for FY06. Chairman Willauer asked if this money would be spent. Ms. Leary stated no it would not. Ms. Leary informed the Board that at the Annual Meeting of the Massachusetts Association of Regional Transit Authorities, a statewide transit association, she was voted as Vice Chairman of the organization. Chairman Willauer congratulated Ms. Leary. Mr. Kopko asked Ms. Leary if she was aware of concerns about buses idling at the downtown stops. Ms. Leary stated she was and this issue is constantly being addressed. Mr. Kopko thanked Ms. Leary for effecting change and commented that when he has been present at the bus stop there were no idling buses. Ms. Leary stated she would extend that thanks to her managers. Robert Burnham commented that his interest in the consumer advisory committee was to help, but if Ms. Leary recommended another candidate to be appointed that he was fine with her recommendation.
