The meeting took place in the conference room of the Town and County Building, 16 Broad Street, Nantucket, MA 02554. Members of the committee present: Whitey Willauer, Matt Fee, Nat Lowell, Christine Silverstein, Mike Burns, Alan Brown and John Wagley. Jack Gardner and Carol Cross also attended. Call to Order. The meeting was called to order at 2:07 p.m. with a quorum present. Approval of Minutes from the November 21.2006 MeetinQ. Nat Lowell moved approval of the minutes of the November 21, 2006 minutes; seconded by Mike. Burns. So voted. Formulation of Details of Island Vehicle Sticker System. The group unanimously agrees to recommend the BOS refine, adopt and implement an Island Vehicle Sticker Program with the following details. All vehicles, including trucks and motorcycles, but excluding mopeds, require a sticker. There is no cap or limit to the number of stickers issued yearly by the Town of Nantucket or its designee. Stickers are issued annually for a cost of $25 and must be permanently affixed to the vehicle. The sticker should be color coded and have the year prominently displayed. The sticker should have a bar code or similar technology allowing it to interface with a parking enforcement database to improve and simplify tracking the various parking rules and regulation, including but not limited to residential parking, timed parking, contractors in-town permits, and beach driving. Stickers should be easily available, online, at the SSA offices, Chamber of Commerce, or through various town offices (Police, Planning, NRTA, Visitors Services). Sales outlets should be compensated 10-20%. The intent is to consolidate, centralize, and simplify existing functions and not require any new staff. Enforcement should be by the NPD. They should not be walking parking lots or private property to nab offenders, but writing tickets for 2x the cost of the sticker, $50, in the normal course of their workday. g The application should obtain the vehicle owners name, classific~n c:::;J (government, commercial, taxi, individual or motorcycle),mailing ~Jess, CJ garaged address, license plate number, vehicle type, vehicle yea(: residen~ status, dates and length of stay on Island in the respective calend~J year, residential parking status, as well as any other information required to inte@e with the software database. (-,) V1 We project the Island Vehicle Sticker Program (IVSP) will raise approximately $525,000 per year. (21,000 vehicles x $25) These funds should be placed in a revolving fund designated for program capital and operating costs, the NRT A, or sidewalk and bike path infrastructure design or improvements as recommended by the BOS and voted at ATM. Any other use of the funds should require a vote of ATM. Initial capital will be required and should be obtained in the most cost effective manner once the administration (BOS Office, NRT A, Planning Department, etc) spec and bid the Program. Other Business. At the December 5,2006 meeting the group will develop a general outline and format for recommendations as well as a work plan to compile the report and BOS presentation. Mike Burns has agreed to clean up the Matrix for final presentation and approval December 5,2006. Whitey Willauer has agreed to submit a warrant article "placeholder" to Libby and the BOS, which may be necessary should the board adopt ALSC recommendations, implementation or funding of which require town meeting approval.
