Minutes of the Meeting of the Auto Limitations Study Committee of November 21 ,
2006. The meeting took place in the conference room of the Town and County
Building, 16 Broad Street, Nantucket, MA 02554. Members of the committee
present: Whitey Willauer, Matt Fee, Nat Lowell, Christine Silverstein, Mike Burns,
Alan Brown and John Wagley. Paula Leary was absent. Jack Gardner also
attended.
Call to Order. The meeting was called to order at 2:03 p.m. with a quorum
present.
Approval of Minutes from the November 14. 2006 MeetinQ. Christine Silverstein
moved approval of the minutes of the November 14, 2006 minutes; seconded by
Mr. Fee. So voted.
Discussion of Alternative PermittinQ Systems. Ramifications and Feasibility of the
PermittinQ Systems. Mike Burns presented a draft Matrix of various permitting
systems for discussion. (Attach Matrix please.) Matt Fee asked for per dwelling!
per house and charge per mile options be included. The group had difficulty
discussing so many options clearly, and wondered whether and how we'd be
able to present these ideas to the BOS and ATM. The group discussed requiring
a sticker for every car on Nantucket. This idea was at first met with mixed
feelings, but then became palatable to all members as the many positives were
discussed further. Whitey pointed out that this action would be necessary for any
hard or soft limitation system. John Wagley and Jack Gardner thought a system
with bar codes would improve parking enforcement. Mike Burns felt the
information gained, such as number of vehicles, where they were garaged, and
how long they remained on Island, would be informative and useful during future
planning deliberations. Nat Lowell felt the SSA could be a compensated vender
of the stickers. We discussed "earmarks" for the revenue generated by this
system and concluded it would be more palatable to the public as there would be
no discrimination whatsoever as every vehicle would require a sticker. While
members felt an Island Vehicle Sticker Program with no hard limitation cap did
not go far enough, all agreed it would be a first step, especially as it could be
implemented soon and without special legislation.
