June 20, 2023,at 4:00 pm Held by Zoom Videoconferencing and Live in the 131 Pleasant Street Conference RooB't rY"".A" FINAL AND APPROVED MINUTES 1_ Call to Order,Approval of the Agenda,Approval of Minutes,and Public Comments_ A- Chair Bill Grieder called the meeting to order at 4:1 7 pm;Zoom connection problems, rectified by Charles Douglas,NCTV 18, delayed the meeting's beginning_ In attendance were Committee Members Rick Atherton (left at 4:30 pm),Nelson"Snookie"Eldridge, Ed Gillum (joined at 4:26 and left at 4:56 pm), Bill Grieder,Nat Lowell,Allen Reinhard,and Lee Saperstein;there was a quorum at all times_ All participants were established by roll call. Absent: Ed Gillum, Rob Ranney, and Phil Smith. Public Comments_ There was none. D. Approval of the minutes of-the meeting of May 16,2023. Allen Reinhard moved approval of the minutes of the meeting of May 16, 2023, Snoolcie Eldridge seconded, and before the vote was taken, Rick Atherton recused himself because he did not attend the May meeting_ The committee then voted unanimously by roll-call vote to approve them_ 2_Any Follow-Up to Public Access at 1.8,51-55 Nobadeer Ave Surfside_ Bill Grieder noted that the blockage of-the paper road alongside 18 Nobadeer Avenue was due 1 to construction;Nat Lowell observed that clean-up was underway. The way between 51 and 55 Nobadeer Avenue is the pre-existing Hawthorne Street, according to Lee Saperstein (see May 2023 minutes),that goes down to the shore. It does need to have a footpath defined by cutting of the overgrowth in the street. Bill Grieder will talk with the DPW about a maintenance schedule for all of the public footpaths; a separate work order will be sought for Hawthorne Street. [Action: Bill Grieder to talk to DPW about maintenance of the public footpaths.] 3. Review and Update Roads & ROW Ongoing Projects List. Bill Grieder introduced this agenda item by saying that it was time to review the projects' list. Discussions are presented in normal font and the previously distributed list is in italics. Roads &ROW Ongoing Projects List as of 6/15/23 Public Way Monument Project: (Lee&Allen & Snookie) Update file of existing monuments • In progress (Update?) Install remaining monuments at Sconset Footpath, Hulbert Ave., and other locations • Need scheduling with DPW (DPW Update?) Land Bank to install monuments at Westchester St. Ext. & Crooked Lane • Allen Reinhard coordinating with Land Bank (Update?) Bill Grieder asked Allen Reinhard about progress in re-establishing the West Chester Street footpath alongside of Land Bank property,to which the reply was that it is a work in progress. As noted above, Bill Grieder also suggested that the DPW be asked to create a schedule for installing remaining monuments and to order new ones if needed. Public Way Access Maintenance See discussion above in Agenda Item 2. • Create DPW work order to clear Hawthorne Street to beach o (Between 51 and 55 Nobadeer Avenue) (DPW Update?) • Reestablish access at 18 Nobadeer Avenue o To be completed during homeowner construction project (Update?) Sidewalk Projects: (Lee&Allen) Wauwinet Road Bike Path • In progress (Transportation Planner Update?) 2 Cliff Road Coffin Park to bike path at Sherburne Turnpike • Request sent to Selectboard to add to future sidewalk list (Transportation Planner Update?) Follow implementation of downtown sidewalk improvements • Updates provided by DPW representative to RROW (DP W Update?) Bike/Pedestrian connection from Surfside to Hummock Pond to Madaket paths • Land takings completed—needs Town Meeting funding Wauwinet Road Bike Path • Status (Transportation Planner Update?) Prospect Street sidewalk from Milk Street to Madaket bike path • Unfeasible due to Quaker Cemetery footprint. (remove from j Bill Grieder suggested that the last item could be called"Milk Street to Caton Circle." Allen Reinhard noted that the sidewalk should be extended to the corner of the Quaker Cemetery, which is upper Vestal Street. Pedestrian and bicycle traffic then can go around the cemetery and get to the Madaket bicycle path via Winn Street. This item should be edited but not removed. Nat Lowell added that Winn Street is a major block to the smooth flow of traffic around the cemetery and should have high priority for a fix. Bill Grieder observed that the Wauwinet Road multi-use path is moving forward. There has been, also,progress for funding rebuilding work on Lovers Lane. The project's expense is greater than the sum budgeted and the Town is deliberating dividing the project into separate pieces or seeking approval at Town Meeting for additional funds. He noted, also,that there are five items needing an up-date from the Manager of Transportation Programs, which suggests that he should be invited to an upcoming meeting of the committee. Sidewalk work along Pleasant Street is in progress. Allen Reinhard reminded the committee that it had done valuable work in its sidewalk survey and that the Town has budgeted one million dollars per year for five years to restore downtown sidewalks. Nat Lowell suggested that there are a lot of relatively simple things that can be done downtown to curbs, crossings, etc.,that would be of great benefit. Chapter 91 Monitor Project: (Lee,Rick,Phil) 3 GIS department head Nathan Porter making available online (Update?) Chapter 91 Licenses • Requested ConCom to copy RROW on any received applications or notices • Nantucket and Madaket Harbors Action Plan Update Committee Ident0 licenses along route for the Harbor Walk o in progress (Update?) Nantucket Greenway and Trail System Project:(Allen,Lee) Nantucket Central Railroad trail map of existing portions of route • Locations identified at Easy Street, Washington Street extension, Naushop development and Bayberry Commons to Surfside Island Trail Map with all walking trails • In progress " )' Sconset Bluff Walk Subcommittee Review: (Allen,Ed,Nat) • Reviewed sign verbiage and locations, maintenance, encroachments (Update?) • Attended Sign Advisory Council Meeting:Sconset Civic Association- submitting signage Update application Bill Grieder noted that the `Sconset Bluff Civic Association is preparing an edited version of the bluff path sign for presentation to the Sign Advisory Board; our committee will support the application. 4. Old,New or Other Business and Member Comments Nat Lowell suggested, considering the spread sheet for potential road takings,that the Committee should set up collaborations with the Bicycle and Pedestrian Advisory Committee and the Traffic Safety Work Group,with a goal to speed up completion of projects. Bill Grieder asked if anyone had looked carefully at the concession on the Francis Street Beach. If not, he would go out and look to see if the terms of the lease are being honored. He also reported that there is an application from 55 Union Street for a curb cut and off-street parking. 5.Adjourn.
