HomeMy WebLinkAboutMay 2 23TOWN AREA PLAN WORK GROUP Meeting of May 2, 2023, at 4:00 pm by Zoom 2023 ::i,Y 23 AN 10: 5-== FINAL AND APPROVED MINUTES Attending: Mary Anne Easley, Marsha Fader, Alison King, Mary Longacre, Lee Saperstein, and Henry Terry_ Absent; Regen Horchow and Mickey Rowland. Attendance was verified by a roll call; there was a quorum at all times. Call to Order_ Chair Henry Terry called the meeting to order at 4:01 pm. Mary Longacre reviewed the rules on remote -attendance meetings, which have been amended recently, and said also that this meeting would be recorded. Henry Terry called the roll, live, and confirmed the reported attendance- 2- Agenda Approval_ Henry Terry asked £or approval of the agenda; Mary Anne Easley so moved, Mary Longacre seconded, and it was approved unanimously. 3_ Minutes Approval_ Mary Anne Easley moved approval of the minutes of the meeting of April 21, 2023, which was seconded by Marsha Fader, and the motion passed unanimously_ 4_ Public and Member Comments. There warn no members of the public present, hence no comments. 5_ New Business_ Henry Terry referred to the revised map of Nantuckct Open Space that he had sent to work group members; Mary Longacre projected it onto the shared screen. It now includes several new parks and spaces, which had been identified in the last meeting. It also includes the bike paths that enter into the Town Area. He said that, for some reason, a triangular portion of Mill Hill Park, which is identified as 39 Prospcet Street, was left off -this version of the map. It was agreed, since it is shown as owned by the Town, that it should be included on the map; Henry Terry said that it will Be number 20 in the legend. Discussion shifted quickly to other open spaces in the Town that are not owned by the Town - -no of conservation groups, but are open to the public. Specifically, Mary Longacre asked about 1 the garden behind Hadwen House (The house and part of the garden is 96 Main Street and the rear part of the garden is 2 Pleasant Street), which is owned by the Nantucket Historical Association. By consensus, it was agreed to include it and to expand the identification of properties on the map to include "open and undeveloped," "parks and landscaped lands," and "private but open to the public." The Hadwen House garden is in the last category. Henry Terry said that he would expand the legend to include ownership of each listed property. Henry Terry read from the Master Plan Summary, which provides guidance of what is sought in each category. For "Open Space and Recreation," it says, "Open Space and Recreation: provides and inventory of recreational and resources and open space areas of the municipality, and policies and strategies for the management and protection of such resources and areas." [LWS: a direct copy including misspelling of "an"] Because this did not provide much guidance, it was decided to include any and all lands that could be considered open to the public for passive and active recreation. Several other properties were discussed for their potential to be added to the map. The conclusion was that 86 Union Street, which is owned by the Land Bank and contains a small historic barn, should be added. Several public ways, including Stone Alley, "Snake Alley," which is a walkway from Lily Street to Academy Hill, Wesco Place, which leads into the Lily Pond, along with two un-named ways from Lily Street to the Lily Pond, were deemed to be public ways and, therefore, not open spaces. After this discussion, Henry Terry said that the work group needs to set a schedule for discussion of draft reports. There were offers for reports at the following meetings. May 19. Land Use, Mary Anne Easley. Housing, Marsha Fader and Mickey Rowland. Natural and Cultural Resources, Marsha Fader. June 6. Economic Development. Alison King and Mary Longacre. Circulation. Mary Longacre and Lee Saperstein. Lee Saperstein suggested that as soon as a draft is ready, it should be sent to Henry Terry who can include it in the agenda packet for each of these meetings. Marsha Fader said that there was a lot of information in the survey results and wondered how best to incorporate it into the drafts. Because the word clouds associated with several of the responses were helpful, it was asked if they could be generated for the other questions. Alison King replied that if one did an internet search on "Free Word Cloud Generator" a number of web sites would pop up. Lee Saperstein suggested that any good idea, if offered only by one respondent or by many, should be included in the draft. 6. Old Business. There was none. 7. Adjourn. With no other business, Marsha Fader moved and Mary Longacre seconded a move to adjourn. It passed unanimously. Adjournment: 4:41 pm. The next scheduled meeting is Friday, May 19, 2023, at 4:00 pm.
