STAFF PRESENT: Jesse Bell, Executive Director; Rachael Freeman,Director of Environmental and Agricultural Resources; Jeffrey Pollock, Property Foreman; Eleanor Antonietti, Special Projects Coordinator; Marian Wilson, Assistant Administrator. Arthur Gasbarro, Nantucket Engineering and Surveying was also present at call to order. I. CONVENE IN OPEN SESSION: A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: None. B. PROPERTY MANAGEMENT: 1. 321 Polpis Road-Planning Discussion: Ms. Freeman reviewed a conceptual plan of the property and identified the wetland areas, streams, ditches, a manmade pond and a planned walking trail accessible from a proposed parking area off Polpis Road. Further, she confirmed that the direct abutter, Faith Frable, was amenable to working with the Land Bank on any water quality issues as water is exchanged between the two properties. Mr. Gasbarro reviewed the hydrology data and stated that it was also affected by the abutting Windswept bogs and that will also need to be considered in the design process. The Commission debated and discussed the following: a. Whether to create a parking area off Polpis Road and add one or two additional accessible parking spots towards the back of the property to allow for scenic views from an automobile similar to the Hays property. Mr. Gasbarro indicated he would draft concepts for consideration. b. Removing the liner underneath the man-made pond, softening the sloped edges, and allowing the pond vegetation to naturalize over time. c. Retaining and improving the three existing boardwalks. d. Removing the hoop house structure and replacing with a wooden trellis to allow the blackberry canes to continue to thrive in their existing location. e. Improving the viewshed into the bogs and preparing a land management strategy for tree pruning, trail maintenance and mowing. f. Mr. Gasbarro departed the meeting at 321 Polpis Road at 12:40 p.m. Julie Jordin, The Garden Design Group and Dylan Wallace, Eat Fire Farm entered the meeting at 19 Wauwinet Road at 12:56 p.m. -) 2. 19 Wauwinet Road-Planning Discussion: Ms. Jordin led the Commission on a walking tour of the property,highlighting areas shown on the plan that would be accessible to the public and areas that were reserved for the farmer's agricultural use. Further, she pointed out where the curb cut onto Wauwinet Road would be,the parking areas, and the accessible paths facilitating public access to the.property. She also described landscaping changes which included removing all privet and explained how the topography by the house and spring would be modified to gently slope down toward the spring after the pool was removed. - Ms. Bell pointed out the existing structures that may be of value to a farmer. She stated that the idea was for the main house to be occupied by.the fanner and the cottage to be occupied by a Land Bank employee. Ms. Bell indicated that Historic District Commission(HDC) approval had been received for demolition of the chicken coop based on the fact that the grove of mature Poplar trees up against the building were compromising the foundation of the structure, and the HDC preferred to preserve the i trees. Commissioner Jelleme suggested that a future farmer's potential need for the chicken coop should be factored into the decision on whether to remove the building. Ms. Freeman indicated that she would get feedback on this at the site visit with prospective farmers on Thursday,December 15, . 2022 and report back. The following decisions remained outstanding pending receipt of additional information: a. Removal of chicken coop b. Repairs to chicken coop (primarily cracked concrete'flooring) Ms. Jordin and Mr. Wallace departed the meeting at 19 Wauwinet Road at 1:16 p.m. Mr. Griffin entered the meeting at 14 Cathcart Road at 1:30 p.m. 3. 14 Cathcart Road-Planning Discussion: Ms. Bell and Mr. Griffin walked the Commission through the 2-story house and summarized improvements needed to make the house ready for employee housing. Structurally,the 3-bedroom house was in good shape. The windows would not have to be replaced; however, a new roof may be needed. If the house was going to remain on the site, a sewer connection would be necessary,which would cost approximately $35,000.00 (for the pump and line) in addition to the $10,000.00 connection and sewer privilege fees. The Commission believed there was value to retaining the house and agreed with the idea of minor renovations and a sewer connection as opposed to removing the structure. The remaining half of the lot would remain primarily in its natural state and would be utilized for beach access parking Land Bank Commission Page 3 December 12, 2022 • only. The following recommendations were made by Mr. Griffm: a. Replace the roof b. Explore new heating options—possibly Rinnai heaters. c. Add apartment or additional bedrooms in basement. d. Improve retaining wall area and separate/add screening from parking area. e. Keep existing hedges and allow cars to park on grass. 4. 166 Hummock Pond Road—Planning Discussion: Ms. Bell started the site visit at the cold storage barn where discussion followed about possible use for overflow of equipment from the workshop and storage needs for growing staff departments. The Commission agreed that utilizing the existing structure for cold stora of equipment made sense for the time being as that involved minimal improvements. Further,Ms. Bell noted that while the house shared the lot with the community garden, it was somewhat separated by landscaping and additional fencing could be added. In addition, a separate,,driveway serving the house could'easily be created. The Commission entered the house and Mr. Griffm explained that it was built in the late seventies and was in need of major upgrades: The following recommendations were made by Mr. Griffin: a. Add new insulation b. Replace all windows c. Remove all carpeting and replace with new carpet or refurbish wood flooring (depending on its condition) d. Add basement apartment e. Paint and/or replace the wood paneling walls f. Replace some kitchen appliances and cabinets g. Replace septic system with new IA System(likely required) h. Update lighting fixtures i. Roof replacement Ms. Bell stated that it would be used for Land Bank Employee housing and could possibly be occupied by a family with young children. The Commission favored the idea of investing to upgrade the existing structure as opposed to demolishing and starting over with a modular structure. There was a shared understanding that the house needed to be clean and safe,but they wanted to make the necessary improvements only. Ms. Bell reminded everyone that there were some appliances, fixtures and kitchen counters/cabinets which could be transferred from the 76 Millbrook house.
