B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)]. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Kristina Jelleme,Neil Paterson,Allen Reinhard,Mark Donato via Zoom.
ABSENT: John Stackpole.
STAFF PRESENT: Jesse Bell, Executive Director; Eleanor Antonietti, Special Projects
Coordinator; Susan Campese,Administrator/Finance Manager; Marian Wilson,Assistant
Administrator.
Farmer, Dylan Wallace and Citizen, Anne Churns, were also present at call to order.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS: Ms. Bell stated that a special
meeting to discuss the golf budgets would be held on Tuesday,November 29,2022 at 4 p.m. in the
conference room.
B. AGRICULTURAL PROPERTY MANAGEMENT:
1. Draft Community Garden Survey: Ms. Campese presented a draft survey
designed to gauge public interest in expanding community gardening opportunities around the
island. Ms. Campese said if the Commission approved the draft, staff would get it finalized and
translated into Spanish and figure out the best distribution methods. The Commission thanked Ms.
Campese for the quick turnaround and encouraged staff to move forward with circulating the
survey.
2. Agricultural RFPs—Update: Ms.Antonietti explained that two RFPs would be
issued for Eat Fire Spring and Mt. Vernon Farm and that similar to the RFP for golf management
services, an evaluation committee would review the proposals and provide recommendations to the
Commission. Ms. Freeman and Ms. McHugh were working on putting together the front-end
specifications and evaluation criteria for the Eat Fire Spring RFP. Ms. Antonietti asked for a vote of
the Commission to use the RFP process and anticipated the following timeline: Release date of
December 15, 2022; bids due date February 15th, 2023; award process on March 15th, 2023. Ms.
Bell inquired about accelerating the process and Ms. Antonietti emphasized the importance of
conducting due diligence to ensure a quality RFP design to use as a baseline for future agricultural
RFPs. Commissioner Jelleme suggested shortening the evaluation timeframe to allow the farmers
adequate time for spring preparation at the sites. Upon a motion made by Commissioner Jelleme
and duly seconded by Commissioner Reinhard, it was unanimously VOTED to use the RFP process
based on a determination that it is necessary for the Land Bank to compare farming proposals for
1 designated agricultural properties based on the relevant experience, skills and qualifications of
Land Bank Commission - Page 2

tenant farmers who will be expected to conduct a full range of high-quality agricultural operations
that yield significant public benefits.
C. PROPERTY MANAGEMENT:
1. Property Management—Equipment Request: Ms. Campese presented a request
from the Property Management Department to purchase an additional F150 or F250 pickup truck
for approximately $45,000 and a snowplow for$12,000. Upon a motion made by Commissioner
Jelleme and duly seconded by Commissioner Reinhard, it was unanimously VOTED to authorize
the purchase of a new truck and snowplow.
2. Pickle/Tennis—Disposal Fees Discussion: Ms. Bell indicated that the last permit
had been received and construction of the project was finally commencing. At a kickoff site
meeting Mr. Furlong asked whether they could use the Land Bank's account at the landfill for
disposal of cleared debris in preparation for the new pickle ball courts. The Commission asked
whether Land Bank staff was contributing to the clearing effort and Ms. Bell was not certain. She
suggested that she come back with more detailed information at a future meeting as she planned to
meet with Mr. Furlong that week to discuss the NRSA's management of growing membership.
Mr. Wallace departed at 4:49 p.m.
D. REGULAR BUSINESS:
1. Schedule Planning Site Visits: Ms. Bell stated that she would like to schedule site visits
to assess the properties and discuss planning options for 321 Polpis Road, 19 Wauwinet Road, and
14 Cathcart Road. Staff will post the open meeting for December 12th at 1:00 p.m.
E. TRANSFER BUSINESS:
1. October 2022 Transfers—Record Nos. 44982 through 45079: The Commission
reviewed transfers for the period of October 1, 2022,through October 31, 2022.
a. Current"M"Exemptions and Liens: Upon a motion made by Commissioner
Jelleme and duly seconded by Commissioner Reinhard, it was unanimously VOTED to authorize the
placing of liens against the following properties as a result of the purchasers claiming the "M" exemption
as first-time buyers of real property:
No. 45036 Zoran Milovski and Tanya Milovska
No. 45052 Chad Diggan
No. 45069 Edward Coffin, Jr. and Morgan Coffin
b. Current"0"'Exemption and Lien: Upon a motion made by Commissioner
Jelleme and duly seconded by Commissioner Reinhard, it was unanimously VOTED to authorize
the placing of a lien against the following property as a result of the purchasers claiming the"0"
exemption as part of a deed-restricted affordable housing program:

F. APPROVAL OF MINUTES: Upon a motion made by Commissioner Reinhard and duly
seconded by Commissioner Donato it was unanimously VOTED to accept, approve, and release the
regular session minutes of October 27,2022, and special meeting minutes of November 3, 2022, as
written.
G. FINANCIAL BUSINESS:
1. Monthly Transfer Statistics: Monthly transfer statistics reports comparing calendar
years 2021 and 2022,through October 2022,were presented to the Commission.
2. Warrant Authorization—Cash Disbursements: Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Donato it was VOTED to execute the
November 8,2022,warrant document in the amount of$168,019.47 to be provided to the County
Treasurer. Commissioner Jelleme recused herself from the vote.
3. Warrant Authorization—2016 Refunding Semi-Annual Bond Refund: Upon a
motion made by Commissioner Jelleme and duly seconded by Commissioner Reinhard, it was
unanimously VOTED to approve payment and authorize staff to wire the Series A semi-annual
1 bond payment of interest and principal in the total amount of$976,700.00 from the Land Bank's
Collection Account to the Bond Trustee at U.S. Bank.
H. PERSONNEL BUSINESS:
1. Executive Director—Review: Chairman Paterson reported that he and
Commissioner Jelleme had met with Ms. Bell to present the review written by Commissioner
Jelleme that incorporated notes from individual Commissioners. Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was unanimously VOTED
to approve the review and increase Ms. Bell's salary by five percent along with a longevity
payment.
I. COMMISSIONERS ADDITIONAL QUESTIONS AND CONCERNS:
1. Status of Long Pond Landing Project: Ms. Campese confirmed that the contractor
had begun work to replace the lumber with the materials that were specified. They anticipated the
work would be completed in a week.
Ms. Churns departed at S:07 p.m.
II. EXECUTIVE SESSION: Upon a motion made by Commissioner Jelleme and duly seconded by
Commissioner Donato, it was unanimously VOTED to go into executive session in order to discuss
the purchase, exchange,lease or value of real property, discuss pending litigation and review and
approve executive session minutes. Donato-Aye, Paterson-Aye, Jelleme-Aye,Reinhard-Aye. The

session may be detrimental to the Land Bank's negotiating position and that the Commission would
not reconvene in regular session following executive session.
ADJOURNMENT: Upon a motion made by Commissioner Reinhard and duly seconded by
Commissioner Donato, it was VOTED to adjourn at 6:12 p.m.
