B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(6)]. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties. The Commission will not reconvene in open session at the
conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Kristina Jelleme,Neil Paterson,Allen Reinhard, John Stackpole.
ABSENT: Mark Donato.
STAFF PRESENT: Jesse Bell, Executive Director; Susan Campese, Administrator/Finance
Manager; Eleanor Antonietti,Executive Assistant.
I. CONVENE IN OPEN SESSION:
A. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS:None.
B. REGULAR BUSINESS:
1. Execution of Memorandum of Understanding"MOU"with Town—Walking
Trail,Lot 25, Cannonbury Lane: Ms. Bell reported that the MO.0 had been drafted by Land Bank
counsel and voted by the Select Board. It explains that the Land Bank is responsible for all costs
and responsibilities to plan,permit, install and maintain the trail. Upon a motion made by
Commissioner Reinhard and duly seconded by Commissioner Jelleme, it was unanimously VOTED
to execute the Memorandum of Understanding.
2. Execution and Acceptance of Easement—Walking Trail, Lot 25, Cannonbury
Lane: Ms. Bell reported that the Select Board had executed and accepted the easement from the
developers of the subdivision across the greenspace. Upon a motion made by Commissioner
Reinhard and duly seconded by Commissioner Jelleme, it was unanimously VOTED to execute and
accept the easement. I
C. PROPERTY MANAGEMENT:
1. 50 Old'South Road/Discovery Playground—Maria Mitchell Association Request:
Ms. Antonietti presented a request from Maria Mitchell Association to bring STEM educational
materials and live animal touch tanks to the playground on Sundays (weather permitting)from
November 6th through December 16th from 10:00 a.m. to 2:00 p.m. Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was unanimously
VOTED to approve the request.
D. COMMISSIONERS ADDITIONAL QUESTIONS AND CONCERNS:
1. Chairman Paterson asked the status of the farmland RFP. Ms. Bell said the

{ drafting was in process and an update would be provided at the next meeting.
2. Commissioner Reinhard asked for an update on the 113 Madaket Road house
moves. Ms. Antonietti reported that the cottage had been removed and the main house move was
delayed until December 8th.
II. EXECUTIVE SESSION: A motion was made by Commissioner Stackpole and duly seconded by
Commissioner Reinhard to go into executive session in order to discuss the purchase, exchange,
lease or value of real property and review and approve executive session minutes. A roll call vote
was taken on the motion: Allen Reinhard-Aye;Neil Paterson-Aye; John Stackpole-Aye; Kristina
Jelleme-Aye; The Chairman declared under Purpose 6 [G.L. c. 30A, 21(a)(6)] that discussion of
these matters in open session may be detrimental to the Land Bank's negotiating position. The
Chairman further announced that the Commission would not reconvene in regular session at the
conclusion of executive session.
ADJOURNMENT: Upon a motion made by Commissioner Reinhard and duly seconded by
Commissioner Stackpole it was VOTED to adjo at 4:52 p.m.
