B. EXECUTIVE SESSION: The Executive Session is for Purpose 6[G.L. c. 30A, 21(a)(611. The
particular transactions and parcels of real estate are not identified since disclosure of the
property information may have a detrimental impact on the Land Bank's negotiating position
with one or more third parties; and for Purpose 3 [G.L. c. 30A, 21(a)(3)], discussions
concerning strategy with respect to ongoing litigation. The Commission will not reconvene in
open session at the conclusion of executive session.

CALL TO ORDER: 4:00 p.m.
PRESENT: Mark Donato, Kristina Jelleme,Neil Paterson,Allen Reinhard, John Stackpole.
STAFF PRESENT: Jesse Bell,Executive Director; Eleanor Antonietti, Executive Assistant;
Susan Campese,Administrator/Finance Manager; Marian Wilson, Assistant Administrator;
Rachael Freeman, Director of Environmental and Agricultural Resources.
Judy Zurheide was also present at call to order.
A. CONVENE IN OPEN SESSION:
1. PUBLIC COMMENT/ STAFF ANNOUNCEMENTS:
a. Nantucket Half Marathon: Ms. Bell said the race went well and everyone enjoyed
the course through Smooth Hummocks. The Commission was complimentary of the organizers
who promoted the Land Bank and thanked staff who assisted in the event.
2. TRANSFER BUSINESS:
a. September 2022 Transfers—Record Nos. 44896 through 44981: The Commission
reviewed transfers for the period of September 1, 2022,through September 30, 2022.
1. Current"M"Exemptions and Liens: The Commission authorized the placing
of liens against the following properties as a result of the purchasers claiming the"M" exemption as
first-time buyers of real property:
No. 44930 Jacqueline Echeverria, Luis D. German-Hiraldo and
Hamlet D.Alvarado-Hiraldo
No. 44941 Daniel Day and Anna Day
• 2. Current"0"Exemption and Lien: The Commission authorized the placing of
a lien against the following property as a result of the purchaser claiming the"0" exemption as part of
a deed-restricted affordable housing program:
No. 44928 Daniela Grozdanova and Boyko Grozdanovies: Upon a
motion made by Commissioner Jelleme and duly seconded by Commissioner Donato, it was
unanimously VOTED to execute and authorize the issuance of Notices of Lien on the above-
referenced properties.

3. APPROVAL OF MINUTES: Upon a motion made by Commissioner Stackpole and
duly seconded by Commissioner Jelleme, it was unanimously VOTED to accept, approve, and
release the regular session minutes of September 27, 2022, as written.
4. FINANCIAL BUSINESS:
a. Monthly Transfer Statistics: Monthly transfer statistics reports comparing J
calendar years 2021 and 2022 through September 2022 were presented to the Commission.
b. Warrant Authorization—Cash Disbursements: Upon a motion made by
Commissioner Stackpole and duly seconded by Commissioner Reinhard, it was VOTED to
execute the October 11, 2022, warrant document in the amount of$247,789.74 to be provided to
the County Treasurer.
Architect Ethan Griffin entered the meeting at 4:09 p.m.
5. REGULAR BUSINESS:
a. Municipal Harbor Plan Update Committee—Appointment: Ms. Bell explained
that a committee was being formed to update the Town's Municipal Harbor Plan("MHP") from
2009. Ms. Bell indicated that she advocated for Land Bank participation in this effort given our
ownership interests and projects being permitted along the downtown waterfront. Further, it was
explained that the MHP carried considerable weight with MassDEP when evaluating and

approving Chapter 91 licenses. Accordingly,the Land Bank was invited to have a representative
on the committee and Ms. Bell expressed interest in being nominated as the Land Bank's
appointee. Upon a motion made by Commissioner Stackpole and duly seconded by
Commissioner Reinhard, it was unanimously VOTED to nominate Ms. Bell as the Land Bank's
appointee on the Municipal Harbor Plan update committee.
6. PROPERTY MANAGEMENT:
a. 30 Mizzenmast Extension—Burchell Farmhouse Improvement Discussion: Mr.
Griffin outlined the criteria on how he looked at the property,namely: (1) items that needed to be
addressed right away (safety issues,water infiltration, insulation); (2) how to address the needs
and wants of the current occupants through additional space; and (3)how to maximize the
potential of the property (new foundation, addition). He presented several options that addressed
each condition. The consensus of the Commission was to go with"Option 2C"which addressed
the water infiltration,replaced windows that did not meet current egress standards,upgraded the
second-floor bathroom, insulated the flooring system, and added a shed addition to expand some
indoor space from a mud room into either an additional bedroom or playroom. Further,the
Commission asked Mr. Griffin to investigate the possibility of adding an additional building to
the property. Upon a motion made by Commissioner Donato and duly seconded by
E Commissioner Stackpole, it was unanimously VOTED to move forward with detailed design and
permitting for Option 2C.

Mr. Griffin departed the meeting at 4:35 p.m.
7. COMMISSIONERS ADDITIONAL QUESTIONS AND CONCERNS:None.
Ms. Zurhiedi departed the meeting at 4:41 p.m.
II. EXECUTIVE SESSION: A motion was made by Commissioner Reinhard and duly seconded
by Commissioner Stackpole to go into executive session in order to discuss litigation,the
purchase, exchange, lease or value of real property and review and approve executive session
minutes. A roll call vote was taken on the motion: Mark Donato-Aye; Kristina Jelleme-Aye;Neil
Paterson-Aye; Allen Reinhard-Aye; John Stackpole-Aye. The Chairman declared under Purpose
3 {G.L. c. 30A, 21(a)(3)] and Purpose 6 [G.L. c. 30A, 21(a)(6)] that discussion of these matters
in open session may be detrimental to the Land Bank's negotiating position.
ADJOURNMENT: Upon a motion made by Commissioner Reinhard and duly seconded by
Commissioner Donato, it was VOTED to adjourn at 5:52 p.m.
