Called to order at 10:02 am. and announcements made by Mr. Welch. Natural Resources Discussion a.Presentation of FY2024 and Out-Year Requests. Carlson —Millie Bridge TRAN-19-009 for redesign with construction $1m under Department Public Works (DPW)-Transportation; Miacomet Pond Dredging Design & Permitting HMP- 23-013 $4m; Harbors Plan HMP Implementation HMP24-001 $100,000; Baseline Environmental Data Program NRD-24-001 $500,00; and Coastal Resiliency Planning (CRP) ADMIN-23-005 $1m. Many of these projects fall under other departments because they are part of the Harbors Plan, transportation, and resiliency. Gibson— Millie's Bridge is a crossover project; there would be dredge sand that could come out of it and tie into Coastal Resiliency. Carlson —We've been talking with Smith Point homeowners and the Madaket Conservation Association and the Madaket Homeowners Group about this. Regarding the Miacomet Dredging, the Nantucket Islands Land Bank and a homeowner have indicated they want to financially support this project,which is also subject to a grant. Welch — Asked if the $1.5 from the Land bank and the grant are reimbursements. He's curious if under Hazard Mitigation and Coastal Resilience heading there could be an investigation into an outlet at the Haul Over to address nutrient loading at the head of the harbor. He understands outlets can be beneficial with super high tides and it can relieve some pressure from flooding. Page 1.of2 CapProCom Minutes for September 1,2022,adopted Sep.8 Carlson—This current capital funding is sediment transfer study for Nantucket Harbor; also, we've been talking the Reservation and property owners who have been doing shoreline modeling. Kaizer — He knows of parties interested in having flow through at the end of the harbor to improve the water quality. Hussey — Asked about last year's funding regarding Baxter Road relocation and vehicle replacement. Carlson— He's working with the Central Fleet Manager; we're on target to have the vehicles within a couple of months. Baxter Road relocation is also well underway. Welch — He noticed there's money in stormwater for turning grey water clear; asked if the $100,000 is sufficient. Carlson —We will put together something to create outfall sample areas to help redesign the stormwater systems near the harbor. We've been going through the priority list for the CRP; we're looking at the numerical model for Coatue, CRP, and Surfside. Welch—You mentioned the project needs to be determined by Select Board and other parties; asked about the timeline. Carlson— Coastal Resiliency Advisory Committee is doing that right now; they will determine what needs to be done. b.RORI Discussions and Completion None 2. Police/Marine Discussion a.Presentation of FY2024 and Out-Year Requests. Gibson — Maintenance Dredging, Permitting & Engineering for Polpis and Madaket Harbors PUBL-24-001 $555,000 and Replace DPW Fuel Tank PUBL-24-002 $375,000 Polpis was last dredged in 2015 and is already silting in and Madaket last dredged in 1995. The DPW Fuel Tank should have been done 5 years ago; it is now completely failed, and they have to come to Town to fill up. Police and Fire have our own fuel tanks. Kaizer—Confirmed the Police is managing all three fuel tanks. Bridges —Asked about the scope of work. Gibson—There is an empty tank that needs to be cleaned, disposed of, and that area filled in. Reviewed some outyear projects: painting and duty firearms. Hussey—Asked for an update on the LORAN seasonal housing. Gibson — The bid came back $2m over budget; we'll be forward with asbestos removal. Rehabilitation of the facility and sewer will have to be reevaluated. b.RORI Discussions and Completion None IV.
